The Strategic National Stockpile (SNS) Group at Leidos currently has an opening for a Contract Specialist in Atlanta, GA.  This is an exciting opportunity to provide logistics and administrative support to assist in operating and maintaining the SNS national stockpiled inventory. In this mission, we assist in ensuring the SNS inventory is ready for deployment, providing the ability to respond 24 x 7 in an emergency.  The successful candidate will serve as the Contracts Specialist for the SNS, Acquisitions Office.

Primary Responsibilities

  • Research acquisition alternatives and provide input to program staff based on an identified effort or problem, including, but not limited to available mechanisms, use of methods, and approaches. This includes examining options, methods, and approaches; making recommendations regarding project plans, and developing methods to measure progress toward intended outcomes and/or project quality.

  • Create and maintain a library of acquisition resources, strategies, and topics, briefing materials and tools that can be used for classroom and/or informal learning.

  • Keep abreast of new developments related to acquisitions that affect program efforts and provide updates to staff.

  • Provide technical assistance to SNS staff and those in associated program offices in matters related to acquisitions.

  • Complete and assist in contracts close-outs.

  • Document requirements and needs analysis for government contracts.

  • Provide guidance to staff in areas related to financial transactions, including IAAs.

  • Provide guidance in the development of processes, procedures, and dissemination of information to DSNS personnel on a variety of acquisition topics including training, agreements, COR Certification and other operational areas related to budget and finance.

  • Develop guides, templates, and other documentation related to acquisitions to be used by staff in day- to-day operations. Maintain status records on current and previous acquisitions.

  • Coordinate and track acquisitions and maintain status of all completed/outstanding invoices.

  • Prepare and present special reports on acquisition activities.

  • Research available information for developing justifications and narrative descriptions to support budget submissions and requests for program resources.

  • Assemble and compile background and historical data and documentation to assist in the development of budget justification.

  • Provide support in responding to FOIA Requests, Congressional inquiries, GAO or IG or similar requests for information, and Protests (if any).

Basic Qualifications

  • Bachelor’s degree with 2-4 years of experience or at least 6 years of experience in lieu of degree.

  • Required to be on-call 24 hours/7 days a week. Must be able to respond to mission alerts within 15 minutes with a recall of 90 minutes to report to designated location. Must carry a cell phone at all times.

  • Must have the ability to work handle requests from multiple groups/organizations.

  • Ability to lift up to 50 lbs.

  • Ability to prioritize tasks and scope with occasional periods of stress when dealing with critical situations.

  • Demonstrates strong customer relations capabilities to achieve customer satisfaction with SNS services.

  • Experience working in a call center environment where teamwork was an essential element of service delivery.

Preferred Qualifications

  • Previous experience supporting a government agency.

  • Oracle knowledge is a plus.

  • Technically savvy.

Pay Range:

Pay Range $54,600.00 - $98,700.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
