Description
The Intelligence Group at Leidos has an opening for a Solution Architect/Project Lead to work in Columbia, MD, with a team of professionals to develop and implement Information Technology and Installation and Logistics solutions by translating requirements into scalable and supportable solutions that work well within the overall facilities, plan and lead the technical design and development effort, and develop program assessment processes and methodologies to be used in implementation. As Project Lead, track technical, schedule, and cost performance measures (TPMs, SPMs, and CPMs) to assess performance against the contract, and meet all contractual requirements.
Primary Responsibilities:
- Implement disciplined and industry-standard processes that provide affordable innovative solutions and techniques
- Plan and lead the technical design and development effort
- Translating requirements into scalable and supportable solutions that work well within the overall system architecture
- Developing program assessment processes and methodologies.
- Tracking, reporting key progress on, and analyzing cost, schedule, risk, and performance.
- Providing recommendations to improve integration and interoperability.
- Developing program assessment processes and methodologies to measure and report on portfolios' effectiveness.
- Developing business cases, concepts of operations, and memoranda agreements.
- Monitoring, forecasting, evaluating, and assessing programmatic trends and relationships.
- Developing and maintaining project plans and schedules.
- Developing integration and transition plans.
- Conducting quality reviews of products and deliverables prior to release.
- Developing data collection needs and collecting data to facilitate the Sponsor's decision on investments.
- Developing performance goals and key milestones.
- Developing schedules, monthly progress updates, changes to the schedule, resources applied, and work breakdown structures.
- Providing input to integrated master schedules.
- Monitoring alignment with IC goals and objectives and key performance indicators.
- Predicting and analyzing time and cost outcomes.
- Facilitating program management reviews.
Basic Qualifications
- Bachelor's degree with eight (8) years of applicable experience or Master's degree with six (6) years of applicable experience in computer science, information systems, computer engineering, civil engineering, facilities management, or a related field [additional relevant work experience may be substituted for a degree in approves cases], such as:
- Network Architecture
- Technology Integration
- Installation and Logistics (specifically data center design and management)
- Program Management
- At least four (4) years of experience as a Program or Project Manager, managing programs and contracts of similar scope, type, and complexity. Additional experience managing programs and contracts with the same customer may be substituted if there is less similarity of scope, type, and complexity.
- At least one (1) year of demonstrated experience in the management and control of funds and resources
- Must have demonstrated experience resolving complex personnel situations
- Must have demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, and schedule and financial data monitoring
- Must have leadership experience managing direct reports as well as functional staff
- Must have experience recruiting and retaining cleared personnel
- Must have experience managing subcontractors/teammates
- Must have the ability to use sound judgment in problem solving and must possess excellent interpersonal and communications skills
- Must have the ability to coordinate activities both pre-planned and last minute
- Must have the ability to successfully manage multiple significant issues and tasks simultaneously, and must be comfortable working in a dynamic, fast-paced environment
- Must have the ability to effectively plan and prioritize tasking and pro-actively take initiative when issues arise
- To be considered, you must have a current and active TS with SCI clearance with polygraph; with the ability to maintain this level of clearance.
Preferred Qualifications
- PMP, FAC-P/PM Mid-Level, or Defense Acquisition Workforce Improvement Act (DAWIA) Level 2 certification in Program Management
- Professional Engineer (PE) License
- Experience in IT management, network architecture & design, data center management, or general IT project management supporting Department of Defense or other Government environments
Experience in Installations and Logistics (I&L) or facilities management supporting Department of Defense or other Government facilities
Pay Range:
Pay Range $97,500.00 - $176,250.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
