The Leidos Military and Veterans Health Solutions group is currently seeking a Human Performance, Training and Education (HPTE) Technical Integration Lead to support the Warfighter Performance Department at the Naval Health Research Center, in San Diego, CA. The candidate will lead efforts focused on HPTE in support of Naval Health Research Center (NHRC) and Office of Naval Research (ONR) priorities.

We are seeking a highly skilled Technical Integration Lead who specializes in cognitive psychology, learning, human performance, and data management integration. The successful candidate must be an experienced psychology professional with a strong background in applied psychology and learning principles with respect to military training, military operations, and future military capabilities. The candidate should demonstrate a successful history in the acquisition of funding and management of military science and technology (S&T) programs. This position will support the integration of a multi-disciplinary approach to HPTE within the Marine Corps and Naval Expeditionary Forces. The candidate will manage the integration of novel approaches to applied cognitive psychology and learning within military training & operations.

The HPTE Technical Integration Lead will play a crucial role in leading programmatic tasks and integrating human performance concepts—with an emphasis on applied psychology and learning—into various functional elements such as management, logistics, contracts, and finance to achieve customer goals. Duties include, but are not limited to conceptual development, management of a multi-disciplinary team of performers, implementation, integration, maintenance, and improvement of systems to meet specific requirements for supporting the HPTE programs. Additional responsibilities may include technical planning, technical design, project management, development and integration, verification, and validation.


  • Lead the integration of human performance concepts (applied cognitive psychology and learning) across a variety of functional elements such as engineering, logistics, contracts, and finance.

  • Apply extensive expertise in applied psychology & learning, program management, quality assurance, and DoD acquisitions, procurement, and transitions.

  • Collaborate with multi-disciplinary teams to ensure compliance with military requirements and industry best practices.

  • Develop and implement strategies to mitigate HPTE programs risks and vulnerabilities in military specific contexts.

  • Conduct thorough assessments and evaluations of HPTE programs under purview to identify potential vulnerabilities and recommend appropriate mitigation or corrective actions to performers and/or ONR program officer(s).

  • Provide technical guidance and support to project teams in implementing HPTE solutions.

  • Stay up to date with the latest HPTE trends and technologies.

  • Assist in the development and review of HPTE policies, procedures, and documentation.

  • Act as a subject matter expert on HPTE matters and provide training and guidance to team members.

  • Influence development of solutions that impact strategic project or program goals and objectives.

  • Recommend and develop new technical solutions, products, and/or standards in support of the research mission.

  • Lead and manage the work of other technical staff who have significant impact on project results/outputs.

  • Develop and maintain collaborations with other scientists, military personnel, and research institutions.

  • Abide by human research protections regulations.

  • Attend and present at meetings, conferences, and symposia with government sponsors, military stakeholders, and other academic, military, and private collaborators for purposes of advancing the research programs and presenting results.

  • Perform other duties and responsibilities as required for the customer research mission.

  • Effectively and efficiently respond to urgent inquiries and requests.

  • Travel domestically and internationally as required for project, program, and contract needs.

Required Skills/Experience:

  • PhD in a related field (Psychology) and at least 13 years of experience.

  • Proven experience and expertise in programmatic management and demonstrated track record of securing funding for S&T programs.

  • Strong knowledge of DoD acquisitions, procurement, and transitions.

  • Familiarity with industry/science standards and frameworks for applied psychology assessment techniques and best practices for learning in military context; with a demonstrated track record of troubleshooting equipment and diagnostic protocols.

  • Excellent problem-solving and analytical skills with the ability to assess complex systems and identify vulnerabilities.

  • Strong leadership and communication skills to effectively collaborate with multi-disciplinary teams and stakeholders.

  • Prior experience managing .gov and/or .mil programs required.

  • Excellent critical thinking with problem-solving skills and an ability to work cooperatively in a team setting. Flexibility in responding to changing demands, timelines, and priorities.

  • Excellent technical writing background with an ability to write research proposals, human use protection protocols, technical reports, journal articles, and conference papers is required.

  • Extensive background in psychological, learning, and human performance research methodology, design, and statistical analysis in a research setting.

  • Ability to interact positively and professionally within a research-oriented environment.

  • US Citizenship required.  Must be able to obtain and maintain a SECRET government security clearance.

  • Research experience with military personnel.

Pay Range:

Pay Range $118,300.00 - $213,850.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
