Are you an experienced INCIDENT RESPONSE LEAD, who has experience in leading a team that is passionate about safeguarding critical information systems in a dynamic and challenging environment? Leidos’ Military and Veterans Health Solutions (MVHS) is seeking a highly skilled and dedicated professional to join our team and play a vital role in enhancing, securing, and monitoring the US Department of Veterans Affairs (VA) information and cybersecurity posture within the VA Cybersecurity Operations Center (CSOC) in Martinsburg, WV. The VA CSOC Incident Response Lead will oversee deliverable and SLA compliance for the entire Monitoring and Incident Response function within the Contractor Operations team. A successful candidate will act as a pivotal escalation point and serve as a subject matter expert for staff members. They will ensure seamless shift transitions, uphold clear communication lines, and address all staffing issues promptly.

PRIMARY RESPONSIBILITIES
Lead and manage team performance detecting and responding to cybersecurity events and incidents across all shifts from detection to resolution, providing guidance and recommendations to watchstanders and VA stakeholders. Monitor the compliance of deliverables and SLAs across all shifts and ensure program management and customer stakeholders are promptly notified of any potential or actual deviations. Act as the main escalation point for issues and queries and provide expertise for all team members. Foster effective communication and coordination with all stakeholders on matters concerning shift tasks, ticket follow-ups, escalations, and incident response activities. Manage watchstander scheduling to ensure coverage across all shifts. Work with shift leads to ensure all Incident Response activities meet contract requirements, including:
Actively monitor VA solutions and tools for anomalies, suspected events, and alerts, and create, analyze, and investigate tickets as needed.
Coordinate with internal and external stakeholders, including CISA, for incident response and reporting.
Lead the development of detailed incident reports, including executive summaries, timelines, impact assessments, and lessons learned.
Provide timely incident-related communication to stakeholders.
Make recommendations for enterprise protection measures based on incident trends and telemetry data.
Support the development of incident response methodologies and automated playbooks.
Collect and report metrics related to incident response activities.
Collaborate with other teams to develop and implement custom security monitoring dashboards.
Review and integrate threat intelligence to improve cybersecurity operations.
Provide input and recommendations for updates to Cybersecurity Incident Response Standard Operating Procedures (SOPs).
Develop, test, and implement new cybersecurity use cases aligned with the framework.
REQUIRED Qualifications
Bachelor’s degree in a relevant field and 8+ years of prior relevant experience or 10 years of relevant experience in lieu of degree.
Must be able to obtain a Public Trust with a Tier 4/High Risk background investigation.
Strong knowledge of cybersecurity incident response best practices and frameworks including NIST SP 800-61 and the MITRE ATT&CK framework.
Strong experience with security technologies including SIEM, SOAR, IDS/IPS, EDR, and network monitoring tools.
Experience supporting and managing incident response in an enterprise-level Security Operations Center including monitoring throughout the lifecycle of detection, investigation, confirmation, reporting, containment, and eradication of both suspected events and confirmed incidents.
Excellent written and verbal communication skills.
Strong problem-solving and analytical abilities.
Experience leading a team, providing mentoring to junior staff, and making recommendations to improve the overall performance of the team.
Familiarity with threat intelligence and its application in incident response.
Must have one or more of the following industry certifications in good standing, such as:
EC-Council’s Certified Incident Handler (E|CIH)
GIAC Certified Incident Handler (GCIH)
Incident Handling & Response Professional (IHRP)
Certified Computer Security Incident Handler (CSIH)
Certified Incident Handling Engineer (CIHE)
EC-Council’s Certified Ethical Hacker (CEH)
PREFERRED Qualifications
Master’s degree in Information Technology, Computer Science, Information Systems, or related field.
Demonstrated understanding of the life cycle of cybersecurity threats, attacks, attack vectors and methods of exploitation with an understanding of intrusion set tactics, techniques and procedures (TTPs).
Certified Information Systems Security Professional (CISSP) or CISSP-ISSMP
Familiarity with Cloud concepts and experience performing monitoring and responding to threats in Cloud environments.
Experience working with VA.

Pay Range:
Pay Range $97,500.00 - $176,250.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
