Are you a seasoned Construction Manager looking for your next exciting opportunity? Leidos is seeking a highly accomplished Program Construction Manager with the proven ability to successfully plan and execute multi-disciplinary construction projects and deliver consistent high-quality results. The ASC Program Construction Manager (PCM) will coordinated oversee all of the construction managers and construction activities for the program at all ASC stations. In addition they will coordinate site support with other ASC functional area, Operations and subcontractors as needed in the project planning stages. The PCM will oversee construction superintendents, trade supervisors, and tradespersons and will coordinate resources tied to construction activities and change control activities if needed. The position also includes overseeing execution of subcontracted construction activities to ensure delivery of those scopes of work in compliance with specifications, schedules, quality and other project requirements.

The ASC Construction Program Manager has overall responsibility for the successful execution of construction activities for all Capital, and minor recap projects.

Our anticipated salary range for this role is between $130,000 to $150,000 annually.

About the Antarctic Support Contract:

Leidos Antarctic Support Contract (ASC) is the prime contractor to the National Science Foundation (NSF) in support of the United States Antarctic Program (USAP). Leidos supports the NSF’s Office of Polar Program’s Antarctic Infrastructure and Logistics by aligning with their Mission and Vision Statements:

  • Vision Expanding our scientific reach in Antarctica through increased operational and logistical effectiveness.

  • Mission To provide the operational and logistical platform necessary for the U.S. to conduct world-class science in Antarctica and maintain its active and influential presence on the continent.

Leidos ASC provides science and logistics support for approximately 150 science and technical events across three geographically remote research stations; McMurdo Station, Palmer Station, and South Pole Station and several deep field sites across Antarctica. Each station or field site supports world class research across multiple science disciplines.  The planning and implementation of science support requirements in Antarctica is a critical part of our mission.

The Challenge:

  • Supervise ASC construction staff of Construction Managers and ensure they are trained and following process and procedures.

  • Interface directly with project managers (PMs) to coordinate field schedules, resolve issues, lead/support negotiations for change orders, and ensure phasing is efficient  

  • Collaborate in the development and review of upcoming construction efforts.

  • Lead constructability aspects through project life cycle. 

  • Perform planning and estimating as required to support construction estimates, schedules, and procurements. This may include schedule development support, design reviews, constructability reviews, development of material take-offs and “bills of materials” based on engineering design drawings and project specifications.

  • Responsible for ensuring ASC construction has policies and procedures that are based on industry practices and facilitate a safe work environment and quality product.

  • Ensure subcontractors are performing according to design, safety and quality aspects called out in the construction execution plans and contracts.

  • Serve as a leader in problem solving, field execution facilitation, communications, and continuous safety and quality process improvement.

  • Partner with Mission Assurance to strengthen the safety and quality culture and continuously improve safety performance within ASC construction activities.

  • Maintain alignment with Area Managers, Functional organizations and subcontractors on site work plans and required resources.

  • Responsible for ensuring construction staff is coordinating and planning for availability of equipment, tools and materials required to execute self-perform scopes of work.

  • Responsible for change control during the construction phase of projects and for managing budgets tied to construction activities.

  • Participate in project meetings/teleconferences to monitor progress, implement procedures, ensure compliance with specifications and standards, and ensure safety procedures are being followed.

  • Ensure that reporting of project progress in relation to project schedules, and updates to construction schedules at being completed accurately and at the required intervals.

  • Ensure delivery of clear, concise and timely documentation of construction activities from all Construction Managers.

  • Support continuous improvement of project execution through embracing solid key performance indicators (KPIs), and performance standards enhancements.

  • Control account manager (CAM) responsibilities and signatory authority for the ASC Construction Management Staff cost control account and other accounts.

  • Develop training requirements for staff and implementation.

  • Communicate professionally, both orally and in writing, with subordinates as needed to relay information they need in order to be successful in their jobs. This includes, but is not limited to, staff meetings, performance appraisals, job requirements, projects, quality standard procedures, and safety practices.

  • Performs other duties as required. 

What Sets You Apart:

  • A bachelor’s degree with at least 8+ years of relevant experience is required. Equivalent work experience is considered in lieu of a degree. 

  • 6+ years of construction supervision experience.

  • Experience managing field crews and coordinating multiple subcontractors simultaneously.

  • Experience supervising trades employees, project construction schedule development, and project cost estimating/validation is required.

  • Experience managing field changes, quality control inspections, final punch lists, progress reporting, and other activities supporting final completion. 

  • At least 5 years’ experience in procurement and subcontracts management to include: various contracting types, negotiations, development of SOW’s, RFI’s, and RFP’s, and selection of vendors. 

You May Also Have:

  • At least 5 years’ experience supporting or leading state or federal government projects. 

  • At least 5 years’ experience in the use of Earned Value Management. 

  • Experience executing construction projects in remote and logistically challenging locations. 

  • Experience working in a matrixed organization of Project Managers, Construction Managers, Engineers, Estimators, Project Controls, and Drafters. 

  • Experience developing and reviewing project schedules for completeness and accuracy. Primavera and Microsoft Project experience preferred. 

  • PMP Certification
