Job Description:
The National Airspace System (NAS) Implementation Services Contract (NISC) III is seeking a recent college graduate in Radio Frequency (RF) Engineer to support the Federal Aviation Administration (FAA) Spectrum Engineering Services Group in Washington, DC. This organization is responsible for securing, managing and protecting all civil aviation radio frequency spectrum resources and ensuring interference-free operation of all radio frequency dependent systems throughout the National Airspace System (NAS).

The incumbent applies technical knowledge to engineer radio frequency assignments for selected communications, navigation, and surveillance (CNS) systems within the NAS. FAA software applications and modeling tools will be used for analysis and to validate data used to grant Frequency Transmit Authorization (FTA).

Conducts radio frequency engineering analyses

Investigates and resolves Radio Frequency Interference (RFI) issues

Assigns aeronautical frequencies to systems under the FAA's responsibility

Conducts analyses of airspace cases to ensure non-Federal users do not cause interference to critical aeronautical facilities

Conducts Electromagnetic Compatibility (EMC) studies as needed to determine the effect of proposed systems on current NAS systems

Use test equipment such as spectrum analyzers, direction finding equipment and oscilloscopes to perform electromagnetic signal measurements

Prioritizes frequency interference problems to the NAS from any source and attempts to correct them in a timely manner

Analyzes actions for proper distribution, assures appropriate databases are up to date with the latest RFI incidents and actions, and provides coordination through completion

Provide frequency input to design system requirements

Provide written technical reports for FAA review

Review frequency assignment proposals for compliance with applicable policy and regulations
Contacts are both internal and external to the FAA Spectrum Engineering Services Group and include representatives from domestic civil aviation organizations and industries. Contacts also include other government agencies such as the Department of Homeland Security (DHS), the Department of Defense (DOD), the Federal Communication Commission (FCC) and the National Telecommunications and Information Administration (NTIA). Incumbent furnishes technical guidance and recommendations, shares information, provides data, and discuss the status of assignments. Establishes and maintains open channels of communication with Federal and non-Federal Spectrum users (e.g. FAA organizations, appropriate military reps and offices, FCC and non-Federal aviation industry representatives) to ensure rapid identification and correction of interference problems. The incumbent receives general assignments from the Task Order Manager in terms of priorities, overall objectives and boundaries.


Knowledge of the Radio Frequency (RF) Spectrum

Coursework in Radio Wave Propagation (propagation prediction)

Ability to compute link budgets

Ability to obtain SECRET clearance within 1 year
Typical Education/Experience:
Typically requires a recent BS degree in Electrical Engineering or in a related discipline or equivalent experience/combined education with a minimum 2 years of related work experience.
