Job Description:
The NISC III Program within the Leidos Civil group is seeking a Spectrum / Radar Engineering Subject Matter Expert resource that will provide on-site support at the Federal Aviation Administration (FAA) Headquarters in Washington, DC.Employee will provide technical expertise regarding surveillance within the National Airspace System. Specific tasks for the position include:Provide written technical reports to analyze potential frequency interference issues for FAA reviewReview frequency assignment proposals for compliance with applicable policy and regulationsApply knowledge of spectrum-use policy to determine proper and efficient use of radio frequency spectrum allocationsDevelop engineering criteria for FAA surveillance systemsPerform detailed analysis to determine causal sources of Radio Frequency Interference (RFI) and develop mitigation techniquesAnalysis, coordination, and documentation of government agency requests for frequency assignment in the FAA Air Traffic Control (ATC) radio frequency bandsConduct operational characterizations to determine the geographic scope of operations within the National Airspace System (NAS), by referencing aeronautical chartsIdentify radio frequency technical parameters in the requests necessary to conduct a compatibility analysisConduct radio frequency compatibility analysis using FAA software tools and databases to identify potentially affected FAA ATC frequencies and radio systems/receiversMay need to occasionally prepare briefings, papers, or other administrative duties as necessaryMay need to require travel to support FAA participation in Spectrum Management conferences and/or meetings
Typical education and experience: Typically requires BS degree in a related discipline (Electrical or Electronics Engineering) with a minimum of 8 to 12 years of related work experience or Masters with 6 - 10 years of prior relevant experience. May possess a Doctorate in technical domain.QualificationsMust be a US citizen with current secret security clearance or ability to obtain a secret level clearance within the first yearWork experience or a Spectrum Manager/Telecommunications SpecialistExperience in Radio Frequency Spectrum EngineeringProficiency with Microsoft Office applications, particularly Excel and Word.Desired skills:Telecommunications background with knowledge of frequency management practices, including engineering, assignment and protection of radio frequenciesExperience with aeronautical maps and chart plottingRadio Frequency modeling and simulation and database engineering tools, such as Spectrum XXI Management Database or the FAA's Automated Frequency Management systemSpectrum analyzer experienceKnowledge of roles and responsibilities of spectrum management within the National Airspace System
