The Defense Group at Leidos currently has an opening for Site Leads. The Site Lead is responsible for managing daily OCONUS site operations through subordinate supervisory and management personnel, in the areas of aircraft flight operations supporting ISR Operations. The candidate shall oversee and report directly to Program Management on all aspects pertaining to the day to day operations spanning the entire fleet. The candidate shall handle all reporting and quality assurance over sites spanning the globe and numerous time zones. This position requires the contractor to work OCONUS and to keep a flexible 84 hour week.

Primary Responsibilities:

Anticipates and pro-actively takes action on unfavorable variances as appropriate
Responsible for understanding contract PWS metrics to government leadership
Develops processes and procedures that will optimize operational efficiency and quality assurance
Responsible for providing mentorship and guidance for professional growth to subordinate employees
Timely and accurately collect operations and management information in order to write daily reports detailing activities
Have an understanding of US Government organizational flows from COCOMs to the tactical level deployed Task Forces
Effectively resolve problems and/or conflicts and maintain open communication with the program management and the customer
Responsible for the coordination and execution of all daily operations for all sites, including staffing, resources and reporting for OCONUS operations
Responsible for managing the efficient and effective coordination and accomplishment of the planning, scope, development, design, and direction of daily operations
Responsible for providing the PM/DPM input for operational reports to government stakeholders and Leidos management through SITREPs, weekly briefings, and quarterly reports
Ensure the delivery of CONUS & OCONUS objectives in support of the program through effective implementation of contract cost, schedule, and performance requirements throughout the Contract Period of Performance
Integrate customer requirements and participation into a comprehensive management plan, that is fully coordinated with all contributing agencies and organizations including various functional elements within the Installation establishing, responsibilities and setting expectations; control and manage assigned projects, budget and schedule, assuring that commitments to the customer are met.

External Referral Eligible

Bachelor's Degree and 15+ years of related experience or a Master's Degree and 13+ years experience. Additional years' experience may be used in lieu of a degree
Must be able to meet all CRC deployment and medical requirements
Shall be knowledgeable with all associated platform support and hardware of the program
Proficient in the use of a personal computer and in the use of Microsoft Office applications
Must have strong interpersonal skills and be customer oriented as well as have the ability to operate independently
Knowledge and experience in managing deployed operational teams in support of tactical customers and programs
Must have an active DOD security clearance at Top Secret level with the ability to obtain and maintain a Top Secret/SCI
Knowledge and experience of project management and knowledge of process and performance management and improvement
The candidate shall meet the physical demand rating of light, lifts on an occasional basis; a maximum of 25 pounds with frequent or constant lifting of 10 pounds.
Expert knowledge and experience in operational communication, collaboration, and information and data management solutions, preferably with US military or USG agencies dealing with DCMA 8210.1C compliance
Must have specific and in-depth knowledge of military operations, organization, terminology and the execution of staff planning (Joint Military Decision Making Process) in a joint, combined and interagency environment

General Requirements

Must be a U.S. Citizen
Must be at least 21 years of age
Must possess a current passport
Must possess a valid state driver's license
Must read, write, speak and understand English
Must have a current active DOD security clearance at Top Secret level

Preferred Qualifications

USSOCOM program involvement
Project or Program Management experience
Prior experience as an ISR Site Lead, Operations Manager, or ISR Liaison Officer
Prior OCONUS rotation experience, particularly in current area of operation (AOR)
Active DOD security clearance at the Top Secret /SCI level
