Job Description:
The NISC III program within the Civil group at Leidos is seeking a Technical Trainer with expertise in Homeland Security Exercises to provide rovide support to implement the design, development, conduct, evaluation, and analysis of exercises specific to the Federal Aviation Administration (FAA) Air Traffic Organization (ATO).

In addition, provide support to interagency exercises, particularly Federal Emergency Management Agency (FEMA)-related activities, but also DOD and State emergency management exercises from an aviation perspective.

Specific duties for the position include:

Assist with the coordination and maintenance of the relationship of stakeholders in the FAA and related emergency crisis response teams to optimize performance and cross-functional expertise and support performance, measurement, and reporting.

Provide support to ensure the quality of deliverables and products.

Prepare exercise scenarios and related documentation

Prepare evaluation guidance and post-exercise evaluation reports

Coordinate with local, state, and other Federal agencies and possibly foreign government contacts for planning and conduct for aviation related crisis response and emergency operations exercises

Typical education and experience:

Typically requires BS degree and 12 - 15 years of prior relevant experience or Masters with 10 - 13 years of prior relevant experience.

May possess a Doctorate in technical domain.
Desired qualifications

Extensive experience in developing, implementing and supporting an effective and ongoing exercise program, and experience with the Homeland Security Exercise and Evaluation Program

Extensive experience in crisis response and emergency operations

Extensive experience in aviation related exercise planning,

Extensive knowledge of Federal Aviation Administration rules, authorities, and procedures

Knowledge of Homeland Security Exercise and Evaluation Program (HSEEP)

Skill in analysis of exercise programs to assure implementation of an exercise portion of a strategic plan and provide feedback for improving the process

Ability to develop and lead working groups comprised of multiple agencies and senior level individuals to achieve common exercise goals.

Ability to conceptualize all facets of an exercise program to include drills and exercises to test FAA ATO crisis response and emergency operations plans, including tabletop exercises; notification drills;

Experience with supporting emergency management exercise planning or related projects

Experience with working as an analyst of emergency management policies, programs, and procedures supporting state or federal agencies

Experience with aviation related exercises, optimally FAA experience

Experience with GIS related platforms

Experience with Microsoft Office

Experience being a team leader in the development of exercise programs

Expertise in developing training materials in preparation for an exercise such as Situation Manuals, Communications Plans, Master Scenario Events List (MSEL), etc.

Proven experience in developing and facilitating tabletop to full-scale exercises

Extensive experience working on or supporting interagency/multi-jurisdiction exercises

Extensive experience with the National Incident Management System (NIMS) and Incident Command System (ICS) in designing and implementing exercises

Excellent oral and written communication skills with the ability to handle multiple tasking and deadlines
