Job Description:
The Defense and Intelligence Group of Leidos has a Construction Project Analyst/Manager position in Bethesda, MD.

Provide secured facility construction analysis support for new or existing construction projects, including domestic IC facilities, New embassy construction or new consulate construction, and overseas building upgrades and modification that meet the thresholds established under Section 160 of Public Law 100-204 and Section 135 of Public Law 101-246 relating to diplomatic embassy/consulate facilities. Task are, but not limited to:
1) Reviewing the Overseas Building Operations (OBO) and the Overseas Security Policy Board (OSPB) standards to ensure compliance;
2) Assess the Integration of Department of State (DoS) and IC technologies and upgrades into current and future specifications for the construction of U.S. domestic IC facilities, diplomatic facilities, and OCONUS structures and facilities;
3) Researching, developing recommendations and drafting policies and standards relating to security and vulnerabilities of US overseas diplomatic facilities;
4) Collaborating with the IC and DoS, formally and informally, to improve standards and policies protecting classified information;
5) Prepare and support Congressional notifications for designs and/or major renovations that are projected to cost $1M or more and for DoS Departmental notifications required for designs or major renovations that are projected to cost less than $1M. All notifications created must ensure the physical and technical security issues identified throughout the design lifecycle have been mitigated. All notifications are coordinated with DoS, and properly logged within Sponsor's document repository;
6) Preparing material documentation for Construction Security Review Board meetings;
7) Designing, reviewing, planning, and collaboration activities that define the goals, scope, and milestones of the CI and security evaluation of either new or modified construction or design projects;
8) Participating in Construction Security Plan reviews as related to Intelligence Community Directive (ICD) 705, ICD 706, and DoS related construction security design briefings;
9) Conducting ICD 705, ICD 706, and related construction security related design review briefings and training;
10) Analyzing, coordinating, and de-conflicting of draft security standards and policies.

Basic Qualifications:
10 years or High School/GED + 8 years or Associate + 6 years or Bachelors + 4 years or Masters + 2 years or Doctorate (PhD)
• Ten years of professional physical and technical security experience in critical technical threat environments, particularly China and Russia.
Currently possess an active Poly.
• Seven years of professional project management experience within the IC
• Strong analytical skills, including construction analysis, with concentration on the IC in evaluating physical, technical, procedural, counterintelligence and countermeasures
• Experience managing and applying processes / standards for secure Federal facility project planning, blocking and stacking, design, and construction.
• Experience interpreting and applying Department of State (DoS) and IC correspondence, policy and technical publications (1CD 705, 12 FAH-5, 12 FAH, 6, Overseas Building Operations (OBO), International Code Supplements).
• Strong written and oral communications skills with thorough knowledge of technical editing.
• Experience conducting liaison with Intelligence Community (IC) agencies and Department of State (DoS).
• Thorough knowledge of DoS and IC security standards for secure construction, vaults, Sensitive Compartmented Information Facilities, and Post Communication Centers.
• Experience applying certification processes and authoring Congressional notification memos for facility design and construction under the DoS and the IC.
• Experience using ProjNet, DoS, SMART search, MS SharePoint and Microsoft Office Suite Tools.
• Ten years of professional physical and technical security experience in critical technical threat environments, particularly China and Russia.

Desired Qualifications:
• Ability to carry and lift 70Ib. bundles of large format drawings and folders.
• Strong security support skills, including extensive experience with technical, physical and cyber security systems, including countermeasures both within and outside of Special Access Programs.
• In depth knowledge of existing government programs, the Overseas Policy Board (OSPB) 12 Foreign Affairs Handbook (FAH)-6 standards, IC directives, policies and procedures, and practical application of those programs, standards, directives, policies and procedures.
• Experience with balancing the requirements of the IC with applicable standards based upon public law derived from Federal laws, Presidential Directives and Executive orders.
• A comprehensive awareness of counterintelligence issues.
• Strong organizational and interpersonal skills with the ability to work effectively with representatives at all levels.
• Superior written and oral skills, to include experience in the writing, editing and publishing of technical journals.
• Demonstrated strong critical thinking skills with the ability to integrate security architecture and protocols through working with various IC agencies, and DoS.
• Ability to travel both domestically and overseas, as required. Experience with travelling overseas for the US Government highly desired.
