Job Description:

Leidos is currently searching for a senior-level Sustainment Lead to support the Department of Defense Healthcare Management System Modernization (DHMSM) Program, a highly visible $4.3B single award IDIQ vehicle that provides support to the Defense Health Agency. The DHMSM program is the DoD's leading program designed to deploy a modern electronic health record (EHR) system across the United States and around the globe. Leidos, with core partners Cerner, Accenture, and Henry Schein, will support the DHMS Program Executive Office (PEO) and the Defense Health Agency in the global deployment of our proposed EHR that will deliver improved system capability to the DoD whenever and wherever healthcare is required. The DHMSM system will provide important health IT capabilities to 9.6 million active military, their families, and their beneficiaries. The system will replace the current EHR AHLTA/CHCS, which Leidos built and currently provides sustainment services at locations around the world.

Manages all DHMSM LPDH sustainment efforts, including the directing of LPDH personnel with expertise in areas such as system operations (including system and database administration, network and system monitoring, hardware and software systems maintenance and repair, cybersecurity implementation and maintenance, and customer support through help desk/ticketing systems (including ticket workoff through system repair and customer access/account management).

In this role, is also a stakeholder and potential contributor to systems engineering activities such as Concept of Operations Formulation, Requirements Definition, Analysis and Engineering, System Architecting, System Analysis and Design, Interface and Data Architectures, Validation and Verification, System Integration, System & Op. Performance Analysis, Lifecycle Cost Analysis & Estimation, and Decision Analysis and Resolution.

SCOPE: Recognized expert in Information Technology Operations. Defines, documents, and teaches system sustainment processes to staff. Typically participates in national and international IT technologies organizations, and may contribute to professional journals in this field. Will have functioned as an IT operations or sustainment lead for large sized projects of significant complexity (preferrably both in government and commercial segments, and preferrably with some experience with Healthcare systems). Knowledgable in ITIL processes. Has deep experience with the following:
  • System, database, and network administration and optimization
  • Hardware and software systems troubleshooting and repair
  • IT systems and subsystems monitoring
  • User account management
  • Help Desk implementation, operation, staffing, and communications
  • Cybersecurity implementation in the IT environment
  • Development and collection of performance metrics, including KPIs
  • Communications with end users and other customer stakeholders
  • Communications with program stakeholders
  • Staffing activities and personnel management.

May support business development and proposal activities.

EDUCATION AND EXPERIENCE: Possession of a Master's degree or PhD from an accredited university. IT OPERATIONS EXPERIENCE: Minimum 12 years experience.
