The Health Group is seeking a mid level Program Financial Controller in Rockville or Frederick, MD. Position will start in Frederick, MD for training and can work in either location once training is complete.
Will be responsible for the planning, tracking, analysis and reporting of programs under the FDA portfolio within the Civil Health Operation.
Will work with Program Management team and assist with and manage internal projects from initiation through completion. Will be working with team in all aspects of EV, including the CPR submittal to customer. Uses formal processes and tools to manage resources, budgets, risks and changes. Manages projects to ensure on-time completion according to specifications and within budgeted costs. Will be part of an existing team as a Financial Controller on the FDA program. Will participate in the planning, tracking, analysis, and reporting of the FDA programs the under Civil Health. Responsibilities include significant interface with the Program Managers, Contracts, FP&A, and other Support organizations. Implements financial policies and procedures in support of the program. Will be working with team in all aspects of EV, including the CPR submittal to customer. Establishes and maintains cost/schedule baselines, develops WBS and related dictionaries, develops schedules or Resource Loaded Networks (RLNs), budgets, and has a complete understanding of related financial policies. Understands schedule critical path and performs related analyses. Will assist in new business proposals providing input and cost volumes to management. Provides data and reporting formats for all types and levels of program financial reviews. Prepares written and verbal reports to management regarding cost schedule variances
BASIC QUALIFICATIONS: Bachelor's Degree in Business Administration or a related discipline plus 4 years related experience. Basic knowledge of multiple contract types: FFP, FPLOE, T&M, Cost Plus and hybrid contracts. Has the ability to complete difficult and complex assignments within the programs supporting. Analytical, communication and presentations skills needed as well as being able to operate independently.
Requires US Citizen or US Person status (Green Card Holder)
PREFERRED QUALIFICATIONS: Knowledge of Leidos financial systems; such as: Hyperion, Cognos, Fusion, Cobra, LPAS, and Cost Point. Current system used for EV is CTMS.
