The Nuclear Facility Readiness Analyst has primary responsibility for advising DOE headquarters federal managers on the policies, processes, and interfaces required to verify and validate readiness of nuclear facilities for operation. This includes startup of new equipment in existing facilities.

Primary Responsibilities

• Understanding and advising federal program managers on implementation of DOE O 425.1D, DOE-STD-3006-2010, and related DOE orders and guides for verifying that contractors have satisfied programmatic requirements by successful completion of operational readiness reviews.
• Assisting federal program managers to transition newly constructed facilities and equipment from project completion to full operation.
• Assisting federal program managers to execute responsibilities for planning and conducting facility start-ups and operational readiness reviews including ensuring that Startup Notification Reports are prepared and submitted as necessary.
• Providing advice and guidance to DOE field managers and contractors on conducting a thorough and compliant operational readiness review.
• Monitoring interactions with the Defense Nuclear Facilities Safety Board staff and assisting with program presentations to the Board.

Basic Qualifications

• Required Clearance: Active DOE Q and/or DOD TS clearance
• Bachelor's degree in engineering, science, or other relevant field.
• At least 15 years of related program management of nuclear projects including start-up testing operations.
• Demonstrated knowledge of DOE orders and standards, particularly DOE O 425.1D and DOE O 413 relative to program management and operational readiness reviews.
• Experience with verifying, documenting, and validating to stakeholders a facility nuclear safety basis and operational readiness.
• Demonstrated technical understanding of process systems and equipment operations.
• Excellent written and verbal communication skills with demonstrated experience in developing briefings for senior and executive managers.
• Program Management Institute certification as a program management professional (PMP)

Preferred Qualifications

• Master's degree in a related field.
• Staff experience in military, government or corporate enterprise and/or interagency experience.
• Experience with interdisciplinary technical teams.
