Job Description:

Department of Homeland Security (DHS), Customs and Border Protection (CBP) Security Operations Center (SOC) Support Services is a US Government program responsible to monitor, detect, analyze, mitigate, and respond to cyber threats and adversarial activity on the DHS Enterprise. The DHS SOC has primary responsibility for monitoring and responding to security events and incidents detected at the Trusted Internet Connection (TIC) and Policy Enforcement Point (PEP) and is responsible for directing and coordinating detection and response activities performed by each Component SOC. Direction and coordination are achieved through a new shared DHS incident tracking system and other means of coordination and communication.

CBP SOC is in need of and well qualified Continuity of Operations Planner (COOP) Planner. The COOP Planner will ensure the continuity of CBP Incident Response Capabilities (IRC) during a range of circumstances, including planned or unplanned natural and man-made disruptions.

This position requires an experienced candidate that can:
  • Design, develop, maintain and improve COOP plan and related COOP documents
  • Perform COOP testing, training, and exercises with the CBP SOC Community
  • Define and standardize requirements for policy and procedure compliance
  • Develop scenario-based continuity plans and procedures that signal the transition to and from emergency management operations
  • Provide inputs and corrective actions after a crisis for improved planning designs
  • Implement risk mitigation and crisis management procedures

Required Education/Experience

Bachelors degree in Information Technology or STEM with 8 years experience; Masters in IT related field with 6 years experience

  • Active Secret Clearance is required
  • Experience in business continuity planning or related emergency management roles
  • In addition to the specific clearance requirement, all personnel supporting CBP must have a current background investigation (BI) or obtain a favorable BI before joining the program
  • Experience with designing, drafting, editing and implementing COOP and COOP related emergency plans
  • Understanding of COOP order of operations, from the Readiness and Preparation Phase to the Reconstitution of Operations
  • Proficient with networking and security operation processes and basic troubleshooting
  • Superior communication and time management skills
  • Able to provide efficient oversight, management and compliance with CBP policies and federal security related frameworks

Preferred Qualifications
  • In depth knowledge of CBP SOC policies a plus
  • Any certification in business continuity planning
  • 5 years of COOP or related management experience preferred
