The Defense Threat Reduction Agency (DTRA) Cooperative Biological Engagement Program (CBEP) Scientific and Technical Engagement Partnership (STEP) is a global training, research, and operational support program focused on capability-building in the areas of bio-surveillance and bio-risk management. The Program Manager serves as a direct customer interface responsible for managing short-duration tasks called technical Directives, which range from weeks to months and involve from 1 to numerous deployed technical personnel in customer theaters of operation.
Responsible for the coordination and completion of projects. Supports execution of a variety of projects and assists in the preparation of project plans, acquisition program baselines, acquisition strategies, implementation plans, and funding plans for all assigned projects within multiple geographic areas. Sets deadlines, assigns responsibilities, and monitors and summarizes progress of a project. Must have experience with all project management functions, to include preparing project plans, acquisition program baselines, acquisition strategies, implementation plans, and funding plans. Must have ability to direct and coordinate multiple activities of large groups of diverse technical experts.
Successful candidates will provide technical and administrative leadership, direction, implementation oversight, and coordination of international research and training activities involving capability building programs for public or private sector foreign institutions collaborators, and capability building programs for foreign national collaborators.
The successful candidate will be responsible for overall program management, and serve as the principal liaison and interface with customer contract representatives.
Positions may involve significant amounts of overseas travel (10% -20%)
Master's Degree or equivalent and at least 15 years of work experience OR Bachelor's Degree or equivalent and at least 15 years of relevant work experience.
DTRA CBEP experience International project management experience Foreign language proficiencyPMP Certification
Experience with technical oversight and execution of research and training programs in foreign countries
Experience supporting US government biomedical research, biodefense or biosecurity programs
Experience with management of infectious disease laboratory or field research programs involving high-consequence human and/or animal disease pathogens
Experience with conducting laboratory biosafety and biosecurity (BS&S) training programs in resource-limited foreign countries
Excellent oral and written communication skills
