Job Description:

Leidos has a career opening for a Senior Communications Specialist in Vienna, VA. This position will be working with Leidos Task Leaders in providing communications, outreach, and technical user support to the Department of Homeland Security's Emergency Communications Division (ECD) for the Next Generation Network (NGN) priority services program and the National Security and Emergency Preparedness (NS/EP) Priority Telecommunication Services program. Supporting the ECD mission, the Senior Communications Specialist will be working with PS program office, stakeholders, and supporting contractor teams to promote community and user awareness and training on priority communications over current and next generation wireline and wireless networks for services such as voice over IP (VoIP) over a Long Term Evolution (LTE) 4G network - and beyond.

Primary Responsibilities:
- Promote PS user training and awareness for GETS, WPS, TSP, GETS VoIP, and WPS on VoLTE to ensure there is a trained cadre of NS/EP and Public Safety users that are able to support disaster response and recovery efforts
- Update and maintain the Strategic Communications Plan to include updates on the following activities:
o PTS Brochure - development and distribution
o PTS Ad Campaign - placement/estimated audience
o How-To Training Videos - development and distribution
o PTS Publications
o Coordination with the PTS Area Representatives (PARs) and ECD Regional Coordinators
- Integrate User Assistance
o Coordinate with the PARs and ECD Regional Coordinators

 - Provide ECD Regional Field Force with updates on GETS/WPS services (e.g., status of fees, reporting on real-world success stories)

o Coordinate with Interoperable Communications Technical Assistance Program (ICTAP) to accomplish the following:
 - Review Technical Assistance (TA) catalog to identify sessions where PTS could/should be included in session materials
 - Coordinate with ICTAP staff to update TA materials to include PTS information
o Coordinate with Statewide Communications Interoperability Plan (SCIP) staff to ensure PTS information is included in SCIP workshops
- Develop a NGN PS brochure reflecting PTS evolution to GETS VoIP and WPS on VoLTE
- Identify NS/EP and Public Safety exercises for Priority Services participation
- Develop a PS Awareness Campaign
o Create an "ask the experts" newsletter using pop-up opt-ins
o Interview SMEs/POCs for story ideas, information, and quotes for the articles
o Research and write articles on the PTS program that feature success stories
- Conduct research, interviews, and write articles on program features/updates for distribution in stakeholder publications or government newsletters, websites, etc.

Basic Qualifications:
- Bachelor's Degree from an accredited College/University in Journalism, Communications, or related field; or equivalent and
12 - 15 years of related experience OR Masters' Degree and 10 - 13 years of related experience
- Interact well with the team and customer; positive attitude, good oral and written communications skills, and strong self-initiative
- Proficient in 508 Compliance - testing and creating documents
- Skilled in effective communication, both orally and in writing, with a diverse audience including national, regional and local agencies
- Highly skilled in data processing and information technology computer systems and MS Office applications
- No initial clearance needed to start the program; however, you must be able to obtain and maintain DHS Suitability and a Top Secret Security Clearance

Preferred Qualifications:
- Experience with Department of Homeland Security
- Knowledge of NS/EP PTS and WPS programs
- Experience with the NS/EP and Public Safety communities
- Experience planning, organizing and executing complex communications plans and strategies
