Job Description:

The Leidos Government Health & Safety Solutions group is seeking a Project Manager to lead a highly visible program supporting a large data warehouse and associated tools for a federal Public Health agency in Rockville, MD.

The Project Manager will be responsible for successful service delivery and contract execution, leading a diverse team comprised of software developers, product owners, testers, architects, configuration management, and others. The team will employ agile methodologies, including scrum, Kanban, test-driven development. The Project Manager will be responsible for compliance with HHS and HRSA policies and mandated actions, such as EPLC, Earned Value Management, security policies, ADA Section 508, and others. Specific responsibilities also include:
  • Lead a diverse team comprised of product owners, data warehouse experts, software developers, and testers in meeting contract requirements and deliverables
  • Thrive in a fast-paced work environment in which many demands are placed on the PM and team;
  • Understand and oversee all phases of the software development lifecycle using the agile development methodology;
  • Managing staff, including hiring, compensation and employee performance assessments;
  • Be accountable to the customer and to Leidos management for the success of the program and team;
  • Maintain a high level of customer satisfaction at all times;
  • Align program with Leidos management organizational objectives;
  • Report status to the customer, as well as internally within the Leidos organization;
  • Oversee execution of tasks, help implement and monitor adherence to CMMI Level 4 processes;
  • Conduct recruiting, staffing, hiring and personnel management activities, including mentorship and professional development;
  • Provide level of effort estimates, bases of estimate, projections and forecasts;
  • Manage and control costs on fixed-price tasks to deliver the expected profit to the company;
  • Work closely with corporate support functions within the organization, such as contracts, subcontracts, project control, human resources, talent management, etc.;
  • Participate in business development activities, including identifying needs in the current customer environment, helping in other corporate capture and proposal efforts, as requested, and conducting proposal reviews for other efforts;
  • Participate in the larger cross-program team to collaborate on business area initiatives, align your program with broader organizational goals, and share information;
  • Promote thought leadership and innovation within the team on behalf of the customer

The successful candidate will have:
  • Bachelor's degree plus 8 or more years of experience managing complex software projects
  • Three or more years of experience as the primary contractor contact accountable to a federal customer; experience managing subcontractor relationships a plus
  • Excellent written and verbal communication, and presentation skills, including the ability to tailor communications for peers, employees, technical experts, executives, and varying levels of customer stakeholders, as needed
  • Excellent leadership, motivational and interpersonal skills
  • Experience working within one or more organizations at CMMI ML3 or higher
  • Demonstrated success as a team player within a complex work environment
  • Experience managing Firm Fixed Price contracts/task orders
  • High level of proficiency with Office Productivity tools: Outlook, Word, Excel, and PowerPoint
  • Experience with Agile development and Jira


These characteristics are highly desirable:
  • Experience working within an HHS OPDIV (NIH, HRSA, FDA, etc.)
  • Data Warehouse experience
  • GIS, and data visualization, and development of complex data-driven applications experience
  • PMP certification
  • Scrum Master certification


Position requires US Citizenship or US Permanent Residency Status and the ability to obtain a Public Trust Clearance.
