The Government Health and Safety Operation is hiring a Business Analyst/Requirements Analyst to support a large healthcare contract in Windsor Mill, MD

The Business Analyst/requirements analyst performs functional and business requirements analysis and IT applications analysis, and IT infrastructure management as assigned. Writes system requirement specifications, including use cases and user stories. Develops test plans and test cases and executes the test cases. Recognizes, diagnoses, researches and resolves system and design concerns. Provides development life-cycle support and evolutionary lifecycle improvements or modifications as requested. Establishes and manages Requirements Traceability Matrices (RTM). Responsible for ensuring appropriate Change Management processes/procedures and documentation are followed.
Requirements analysis and application analysis and design skills. Working knowledge of distributed application environments. Experience should include familiarity with standard lifecycle processes and tools, and working within a team environment. Knowledge of 508 compliance. Experience with developing use cases and data requirements analysis and presenting workflows of systems to user groups. Experience in the development of test cases and test execution. Knowledge or experience with Software Engineering (IEEE) Capability Maturity Model (CMM) standards. Knowledge or experience with Expedited Development Life-Cycle (xLC) methodologies. Experience with 508 compliance. Knowledge of object oriented programming analysis methods. Experience with or knowledge of data modeling and modeling tools. Experience with building customer relationships to prioritize and analyze system issues. Excellent oral and written communication skills, strong teamwork, ability to multi-task and a strong commitment to client service.
BS degree and 8 - 12 years of prior relevant experience or Masters with 6 - 10 years of prior relevant experience
All candidates supporting the CMS programs must have lived in the United States at least three (3) out of the last five (5) years prior in order to be considered.
