The Civil Health Operation is seeking a Software Engineering Manager to manage an agile development team in support of the mission critical systems for the FDA SIRCE and Imports program in Baltimore/Rockville, MD.
The Systems for Inspections, Recalls, Compliance Enforcement (SIRCE) and Imports program supports the Food and Drug Administration (FDA) Office of Regulatory Affairs' (ORA) critical work to safeguard the foods, drugs, devices, biologics, and veterinary products that the Agency regulates. These systems continue to evolve to meet emerging business needs and to support new mandates and initiatives. It is important to analyze and implement advances in technologies that will improve efficiency and performance leading to greater user satisfaction and reducing the cost of operations and maintenance (O&M). Effort is underway to develop state of the art applications that can be used on various platforms and to retire some of the legacy systems with modern and efficient applications.
Import Operations is one of the key functional areas within FDA. Headquarters and field staff utilize several systems to process entries of imported FDA-regulated commodities. Entry Review and the Operational and Administrative System for Import Support (OASIS) are the primary components used by field staff to perform entry review, record fieldwork results, and to make compliance and admissibility decisions. Predictive Risk-Based Evaluation and Dynamic Import Compliance Targeting (PREDICT) is utilized to perform risk-based screening of entries coming to FDA from Customs and Border Protection's (CBP) Automated Commercial System (ACS). Import Trade Auxiliary Communications System (ITACS) is utilized to allow the Import trade community to view and send updates for open entries stored in the OASIS database. Prior Notice Manager provides the staff of the Division of Food Defense Targeting (DFDT) with capabilities to review and process food imports subject to Prior Notice requirements. The Imports team provides modifications and analysis needed to enhance the mission critical (legacy) applications to meet the needs of FDA's headquarters, field Investigational and Compliance staff in performing the increasingly demanding duties related to processing imports. The team is also responsible for developing new enhancements to improve performance and functionality in response to increased requirements.
Specific roles & responsibilities for the SW Engineering
Manager position includes but not limited to the following -
• Ability to manage several large integrated product teams and provide oversight in support of parallel development efforts. • Responsible for high level planning for the overall Imports product areas to ensure coordinated execution and deployment strategies, as well and internal and external dependencies. • Provide technical guidance and leadership to product team members while encourage innovated solutions to complex system problems • Responsible for technical, resource, schedule, and budget management for the overall Imports product area and ensure that output products meet customers' expectations/requirements and are within the allocated budget and schedule. • Shape the product teams' execution approach to align with the program/customer long term technical roadmap • Actively promote and engage in process improvement initiatives. • HR Management, including hiring, performance reviews, salary actions, recognition, regular feedback/communication, subcontractor management (hiring/releasing) - • Earned Value Management including schedule creation, resource loading people/budgets, statusing, variance analysis/reporting, estimating hours/budget to complete
EDUCATION & EXPERIENCE: Requires a BA degree and 10 years of relevant experience to include 5 years of related management experience.
Basic Qualifications - • Proven experience with successfully leading teams of engineering in providing enhancements and solutions to critical business missions. • Superior knowledge of the fundamentals of iterative developments and applications of agile concepts and principles • Extended experience with service oriented environment and best development practices. • Proven sound judgment in escalating issues to internal leadership and customer along with risk mitigation options. • Proven experience in leveraging other innovated techniques/alternatives to mitigate product/program level risks. • Relevant experiences in similar program size. • Demonstrate understanding of full software development life cycle. • Proven experience with supporting highly critical customer missions. • Evidence of continuous learning of new business area, technology, and methodologies. • Excellent communication skills Desired Skills - • Hands on experience with Control Account Management and Earned Value Management • FDA domain knowledge • Ability to motivate the team to meet schedules on time, with quality, to deliver needed solutions • Previous 1st line management experience
