The Civil Health Operation is seeking a Program Financial Controller in Baltimore, MD.
The Program Financial Controller will be responsible for the planning, tracking, analysis and reporting of programs. Will work with Program Management in the development of all aspects with regard to the AOP. Will assist with and manage internal projects from initiation through completion. Use formal processes and tools to manage resources, budgets, risks and changes. Manage projects to ensure on-time completion according to specifications and within budgeted costs.
Will be the primary Financial Controller on the programs assigned, participating in the planning, tracking analysis, and reporting of the programs the under Civil Health. Responsibilities include significant interface with the N3 manager, Program Managers, Contracts, FP&A, and other Support organizations. Implements financial policies and procedures in support of the program. Establishes and maintains cost/schedule baselines, develops WBS and related dictionaries, develops schedules or Resource Loaded Networks (RLNs), budgets, and has a complete understanding of related financial policies. Understands schedule critical path and performs related analyses. Will assist in new business proposals providing input and cost volumes to management. Provides data and reporting formats for all types and levels of program financial reviews. Prepares written and verbal reports to management regarding cost schedule variances.
Bachelor's Degree in Business Administration or a related discipline plus 8 years related experience. Basic knowledge of multiple contract types: FFP, FPLOE, T&M, Cost Plus and hybrid contracts. Has the ability to complete difficult and complex assignments within the programs supporting. Analytical, communication and presentations skills needed as well as being able to operate independently.
Requires US Citizen or US Person (Green Card) Status is required
Knowledge of Leidos financial systems; such as: Hyperion, Cognos, Fusion, LPAS, and Cost Point
