Job Description:

The Towed Array Intermediate Maintenance Activity (TA-IMA) program is a mature program (~50 personnel) that provides direct US Navy fleet support of towed array operations. Operations are conducted from seven facilities in Connecticut, Virginia, Georgia, Washington, California, Hawaii, and Guam, with an eighth facility planned for startup in 2019 in Japan. Each site has a site manager and sufficient personnel assigned based on anticipated workload due to fleet unit assignment in its local area. Activities include, but are not limited to, the receipt, inspection, testing, loading, unloading, shipment of towed arrays and associated components and equipage, and 24/7/365 worldwide casualty maintenance support. Close coordination between IMA facilities, staff, and the various government customers is critical to ensure all fleet requirements are met without negative impact to operations.

Primary Responsibilities

The TA-IMA program manager is the central regular point of contact for both company and government customers, accountable for all facets of program cost, schedule, and performance. They will monitor program performance for compliance with contract requirements and effective use of resources (financial, personnel, material). Additionally, they will:
  • Monitor and engage, where appropriate/necessary, in program operations using email, phonecon, teleconference, and personal visits.
  • Attend meetings (virtual and in-person) as requested/directed by the customer to represent program activities. Attendees will normally include government GS-14 and below and various industry representatives.
  • Make recommendations to the customer related to process changes/improvement, materials and equipage obsolescence, sparing levels, etc that require customer intervention to implement.
  • Regularly monitor financial metrics to ensure budget is appropriately managed and to provide timely financial information and funding notifications to the customer.
  • Periodically visit all field sites to personally observe local operations, brief employees on program-level activities, and address employee topics/concerns.
  • Review contractual administrative deliverables to ensure accuracy and completeness/compliance prior to submission. Update content or format as appropriate.
  • Periodically brief the status of program operations and financials to both customer and company executives.


Basic Qualifications
  • Minimum of a Bachelors' Degree in a technical or business discipline and 8 years of related experience. 4 years of directly related experience may off set the degree requirement.
  • Prior budget tracking and management experience.
  • Prior workforce leadership/management experience.
  • Prior experience with US government property accountability and associated FAR requirements.
  • Live (or willing to relocate) within commuting distance (~50 miles) from a CONUS Towed Array IMA field site.
  • Must have and maintain a DoD security clearance at the Secret level.
  • Must have or be able to obtain a US passport.


Preferred Qualifications
  • Previous technical training in electronics (technical school, military, etc.).
  • Previous experience interpreting and executing DoD service contracts.
  • Familiarity with facilities management; i.e. lease agreements, equipage and services, workplace safety.
  • Familiarity with government/Defense Contract Management Agency (DCMA) government property shipping authorization process.
  • Previous direct US Navy civilian or military experience with towed array systems.
  • Prior US Navy uniformed surface or submarine type commander or squadron staff experience.
