This position is for a Litigation Support Program Manager on the ESA IV program. ESA IV is an IT Services program supporting several customers within the Department of Justice. The program provides a range of IT services, including help desk, deskside support, Windows workstation engineering and maintenance, managed print services, ITSM, Active Directory services, and video conferencing, among others.

One customer of the ESA IV program is the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF). ATF's Digital Forensics Branch (DFB) provides investigative support to the ATF Field Divisions through the acquisition and analysis of digital devices to include computers, mobile devices, external storage, some network devices and Audio Visual recording devices.

The Litigation Support Program Manager will provide litigation and eDiscovery support for ATF.

Responsibilities Include:
  • Administer ProLaw Case Management System including:
    • Maintenance and system support
    • Day-to-day technical support for Office of Chief Counsel attorneys, paralegals, management analysts and Bureau Deciding Official/Peer Review Board staff
    • Training both in one-on-one and group settings
    • Create user guides and system documentation
    • Create reports
    • Manage database access and security
  • Litigation support and e-discovery consulting
  • Respond to litigation support requests including:
    • Overseeing collection and processing of electronic data
    • Creating review databases in Concordance and Eclipse
    • Database Searching
    • Managing database reviews including creating procedures and reports
    • Assisting with creating document/data productions
    • Status Reporting
    • Training on review databases
  • Facilitate legacy data requests between OST Exchange team and various ATF stakeholders (i.e. Director's Office, Office of Public and Governmental Affairs (PGA), Disclosure Division, and the Office of Professional Responsibility and Security Operations (OPRSO), Internal Affairs Division).
    • Deliver data in native format after conducting first-pass searches, as needed.
  • Collect "cloud" data by conducting searches using ProofPoint or Office 365's Exchange Online Archive related to Office of the Inspector General, Freedom of Information Act, Privacy Act or investigation requests from various ATF stakeholders responding to Assistant United States Attorneys information requests/reviews.
    • Deliver data in native format after conducting first-pass searches, as needed.
  • Monitor and evaluate the program activities and report to the Government, the technical, financial and operational program status in the Monthly Status Report. This report shall include accounts of workload performed during the period. The Monthly Status shall include actual progress, planned progress and explanation of actual and planned progress, deliverables submitted during the month, problem areas, work planned for the following month, and deliverables planned for the following month.
  • Provide administrative and technical support for meetings, as required. Coordinate scheduling and meeting notifications, if required. Prepare briefing slides, handouts, agendas, and other supplementary materials. To include but not limited to meeting agendas, slides, handouts or other supplementary materials.

Required Qualifications:
  • Bachelor's degree and at least 10 years' experience with litigation support and electronic delivery software
  • Expert knowledge of Concordance, Eclipse, eScanit, and Office 365's Outlook and Word applications
  • Experience with legal case management systems, specifically ProLaw
  • Experience with manipulating "cloud" data and conducting searches using ProofPoint or Office 365's Exchange Online Archive
  • Ability to serve as an administrator and provide training for users
  • Skills in business process and system analysis, software design & development, and technical writing
  • Possess substantial knowledge of the N-Force system, case management system, as well as Bureau policy and practices in regards to its mission.

Desired Qualifications:
  • Past experience with ATF
