The Exploration and Mission Support organization has an opening for an all source intelligence analyst with Maritime Domain Awareness experience for a contract with the National Oceanic Atmospheric Administration (NOAA) Office of Law Enforcement (OLE). The NOAA OLE contract work is performed at the NOAA OLE HQ site in Silver Spring, MD.

Primary Responsibilities:
  • Ensure that all users of Magnuson-Stevens Fishery Conservation and Management Act (MSFCMA) data have signed confidentially agreements in place; protect both Personally Identifiable Information (PII) and Business Identifiable Information (BII); and maintain privacy, confidentiality, and secrecy of information and documents to which they receive access in the performance of their duties in accordance with U.S. Government, DOC, NOAA, National Marine Fisheries Service (NMFS), and OLE rules, regulations and policies.
  • Collect, review, and evaluate intelligence reports, assessments, and other data from multiple sources, for technical accuracy, the relevance and significance of information relative to the domestic and international harvests and trade in regulated products. Provide summaries and recommendations to OLE staff as needed. Identify information requirements, information gaps, specify collection requirements to fill gaps, and evaluate the information collected in response to those requirements. Develop analytical tools and methodologies to analyze data and present conclusions.
  • Serve as initial liaison with staff in other federal and state government agencies, intergovernmental organizations, international agencies, and other organizations and officials as required to facilitate information sharing and inter-agency partnerships.
  • Actively engage and provide technical input and/or presentations, as needed, in interagency and international meetings and conferences in support of the OLE mission, and provide reports/briefs of such meetings to OLE leadership.
  • Analyze complex business transactions, relationships, and trade in regulated marine products for the purpose of reporting illegal activities to OLE staff. These analyses may include tracking vessel registry and ownership, tracking fisheries products in international trade or financial assets, and tracking vessels through multiple ownership and/or international registry changes.
  • Utilize various software analytical tools (e.g., Link Analysis, GIS) to produce computer-generated graphics, maps and/or diagrams displaying illegal activities.
  • Create reports on civil violations and criminal activities, including changing trends and patterns, related to illegal fishing activities and crimes associated with Illegal, Unreported and Unregulated (IUU) fishing.

Required Qualifications:
  • Bachelors' degree from an accredited college in a related discipline and 4 years of related experience
  • Experience with Maritime Domain Awareness (MDA)

Preferred Qualifications:
  • Experience with Automatic Identification System (AIS) and Vessel Monitoring System (VMS)
  • Experience assessing emerging vessel-tracking systems
  • Experience on commercial vessels
