Job Description:

The Government Health and Safety Solutions Operation is seeking a Communications Expert, contingent upon contract award, in Rockville, MD.

We are seeking a candidate with communications expertise. The candidate shall be responsible for providing a range of communication activities that include, but are not limited to: communications planning; advising and participating in internal and external communications, including to extramural researchers, the public, students, and other government entities through newsletters, listservs, brochures, press releases, videos, electronic media, and other information products; materials development, and dissemination; stakeholder outreach and partnership development; and report preparation. The candidate may also be asked to maintain and update systems for communications among NIH and contract staff to facilitate the efficient flow of information relating to projects and program activities.

The candidate will assist the SGMRO Director in multiple areas to promote and facilitate effective communication between the SGMRO, NIH Institutes, Centers, and Offices (ICO), other Department of Health and Human Services (HHS) components, and federal departments and agencies, as well as key stakeholder and community interests to ensure the successful planning and implementation of communications regarding the NIH's SGM health research-related efforts.

Activities in the SGMRO include but are not limited to the following:
  • Coordinate SGM health research activities across NIH
  • Represent NIH at conferences and events on trans-NIH activities focused on SGM research
  • Coordinate and convene conferences and workshops to inform priority setting and research activities
  • Collaborate with NIH Institutes and Centers on the development of SGM health research reports
  • Manage information dissemination related to SGM research
  • Work with NIH Institutes and Centers to leverage resources and develop initiatives to support SGM health research

The candidate will work with staff across multiple layers of contract, including NIH Leadership, staff and other contractors to accomplish work that includes, but is not limited to:

Task 1: Internal and External Communications - Plan, develop, and conduct SGMRO communications activities, with appropriate approvals. This includes:

  • Work with the SGMRO Director to plan and implement communications activities to advance SGMRO's mission and strategic plan.
  • Participate in strategic discussions and help build communications work plans, soliciting input from groups such as the Sexual & Gender Minority Research Working Group (SGMRWG), Sexual & Gender Minority Research Coordinating Committee (SGMRCC), other federal departments and agencies, and additional stakeholders as needed.
  • Engage with relevant internal NIH committees and related work group members.
  • Manage NIH SGM listserv and email inbox.
  • Establish official social media accounts (e.g., Twitter and Facebook).
  • Develop social media content and help maintain up-to-date social media platforms.
  • Create SGMRO-related meeting agendas, presentation materials, and summary reports.
  • Develop memoranda, talking points, and other written products for various audiences.
  • Stay abreast of SGM-related health research in order to communicate about current scientific information.
  • Assist with SGMRO communications with advisory councils, the SGM health research-related community and others interested and affected by NIH's SGM health research-related activities, including non-profit organizations, scientific and professional organizations, and the private sector.

  • Written materials and presentations, as requested.
  • Monthly reports on the project and ad hoc project updates as requested.

Task 2: Outreach - Conduct outreach activities. This includes:

  • Work with the SGMRO Director to develop stakeholder communications strategies and build consensus for courses of action acceptable to the SGMRO. Consult with ICO communications and other staff as directed to assist the SGMRO Director in ensuring coordinated communications efforts.
  • Support federal staff in their preparation of reports, briefings, and special presentations.

  • Briefing materials, as requested.
  • Monthly reports on the project and ad hoc project updates as requested.

Task 3: Coordination and Tracking - Assist with engagement activities. This includes:

  • Assist with coordination and development of events, (e.g., bisexual health workshop, conferences, media events) as needed.
  • Track relevant policy and media developments to help inform SGMRO communications.

  • Monthly reports on the project and ad hoc project updates as requested.
  • Notification to federal supervisor regarding any potential threat to project deliverables.


Bachelor's Degree and 5 years of experience.
  • Master's degree in public health, communications, or related degree preferred.
