Job Description:

The Naval Health DHAPP effort has a need for a Deputy Branch Chief of Epidemiology. The overall objective of the position is to assist the Branch Chief of Epidemiology in the overall management of the epidemiology team, which conducts HIV surveillance among foreign militaries using PEPFAR and/or DHP funds. This position is responsible for responsible for researching, developing theories, and devising methods to study life sciences. Duties include reviewing and analyzing data from research studies, developing reports and conclusions based on that data, making recommendations regarding areas of investigation needed in specific research program areas, and creating product development plans to accomplish specific research/product goals

Primary Responsibilities

Responsibilities and Duties include:
  • Assist in developing a research agenda for Seroprevalence and Behavioral Epidemiology Risk Survey (SABERS) studies
  • Assist in providing overall supervision of SABERS studies
    • Review proposals for partner (NGO) involvement
    • Evaluate budget proposals from NGO partners
    • Provide budget feedback to desk officers
    • Management and monitoring of SABERS projects in multiple countries
    • Track travel schedules for country visits
  • Facilitate IRB review for SABERS public health projects
    • Provide IRB template
    • Read and comment on protocol drafts
    • Answer technical questions
    • Process internal reviews by headquarters
  • Review and comment on final SABERS reports and one-pagers
  • Take the lead in organizing the monthly Epidemiology Team meeting
  • Assist in developing research topics for manuscripts
  • Independently secure external funding for new research initiatives
  • Serve as technical lead for Desk Officers
    • Discuss SABERS data for programmatic recommendations
  • Collaborate with the Strategic Information (SI) group
    • Provide any SABERS information needed by SI staff
    • Take the lead on Epi involvement in SI-Epi collaborative data use workshops

Basic Qualifications
  • Education and Experience
    • PhD in epidemiology with at least 2 years of relevant management experience
  • Specific skills
    • Data analysis skills (SAS, SPSS, etc.)
    • Ability to write and publish scientific manuscripts
  • Personal characteristics
    • Ability to communicate and manage various types of professional staff and students
