Job Summary

Leidos has a career opening for a junior Program Analyst in support of the Army Research Lab (ARL) Program Manager (PM), Special Projects Office (SPO), Adelphi, MD. This is a developmental position where the ideal candidate has solid basic office work skills, a good work ethic, and a desire to learn a variety of skills that include: budget development and financial analysis; project planning, scheduling, tracking and performance oversight; and independent research, analysis and data synthesis.

This position provides programmatic support to assist the ARL PM SPO in performing its research and development mission through program planning and budget tasks, project monitoring and tracking, and the conduct of several science and engineering related projects.

Primary Responsibilities

  • Support the customers' budget manager in their responsibility to plan, execute and track the management of multiple funding types, including congressional, mission, and customer funding
  • Perform, or assist with performing the following tasks:
    • Coordinate periodic program reviews with technical engineers for ongoing development projects
    • Monitor project technical performance, schedule, costs, and deliverables
    • Consolidate data and develop program reports for senior officials
    • Maintain accurate records of the expenditures of funds on multiple projects
    • Monitor funds expenditure to anticipating events such as the exhaustion of funding or the date at which additional incremental funding will be required
    • Research, assess and provide inputs to support the customer evaluation of alternative funding plans for future contracting activities
    • Draft various financial and policy documents, including working with external authorities as needed for editing and final release
    • Maintain an electronic database of the financial and technical progress reports on multiple projects
  • Assist the engineering team in researching emerging technologies, and planning, conducting and reporting on experiments, demonstration events, and tests
  • Work under the direction of the task lead and senior team members, and with feedback from the supported government customer.
  • Work as a part of, or lead small cross-functional teams including technical, contractual, managerial and administrative personnel

Basic Qualifications

  • Associate's (2 year) degree; may substitute four (4) years of experience in lieu of an associate's degree (this is in addition to the work experience required separate from the degree requirement)
  • Currently possess an active Secret (S) Security Clearance, current within 6 years, and based on a NACLC/Tier 3 investigation; candidate must be able to obtain a top secret (TS) clearance and successfully complete a post-hire Special Access Program briefing to remain in this position
  • One (1) year of relevant experience
  • Three (3) years of general work experience; this may be in addition to or concurrent with required relevant experience
  • Ability to work in a dynamic environment, rapidly learn new skills, and to organize and analyze information from disparate sources into various formats for subsequent use
  • An intermediate level competence with MS Office applications
  • Travel up to 10% to locations within the continental US

Preferred Qualifications
  • Top Secret clearance
  • Previous experience within the ARL program office or another government agency (including department of defense)
  • A technical interest in the customer's work areas, including aeronautical, electrical, systems engineering, chemistry, or physics
  • Familiarity with common government funding processes and tools, including GFEBs and WAWF
