Job Description:

The Leidos Government Health & Safety Solutions Operations is seeking a talented Project Manager, contingent upon contract award, to drive the execution of multiple task orders for an FDA innovation program in White Oak, MD.

The Food and Drug Administration (FDA) requires DevSecOps, Innovation, Modernization, and Engineering Services to modernize the IT infrastructure to support FDA's mission which is responsible for protecting the public health by ensuring the safety, efficacy, and security of human and veterinary drugs, biological products, and medical devices; and by ensuring the safety of our nation's food supply, cosmetics, and products that emit radiation.

The ability to rapidly develop and deploy information systems and resources plays a critical role in enabling the FDA's efforts to transform agency operations and respond quickly and accurately to emerging scientific, technological, and economic trends affecting its regulatory mission. To support rapid development and deployment, the FDA is increasingly leveraging methodologies to help streamline FDA modernization efforts, such as Agile development (e.g. SCRUM, Kanban), Information Technology Infrastructure Library (ITIL), IT Asset Management (ITAM), DevSecOps, Containerization, Microservices based architecture, Software Defined Networking (SDN), among other contemporary innovations.

The Project Manager will provide project management services to plan, coordinate, manage, report and deliver the services detailed in each task order. The Project Manager will establish and maintain necessary controls, TO management oversight, documentation, reporting, customer support, and notification functions as well as ensuring that required tasks stay on track and milestones are met. The Project Manager will ensure all PM duties performed under this contract are executed in accordance with Project Management Institute (PMI) standards, defined in the Project Management Body of Knowledge (PMBOK) guide. The Project Managers will only utilize FDA-approved applications, COTS, and custom-built software for contract task management, reporting, and resource management.

Accordingly, the Project Manager will:

  • In addition to management of the TO tasks, the Project Manager will also perform project management activities that support the FDA Infrastructure and projects under this TO including:
    • Development of management plans (ie, Task Order Management Plan, Communication Plan, Risk and Mitigation Plan, Quality Control Plan) throughout the period of performance;
    • Plan, organize, secure, and manage resources for task order completion
    • Create, manage, and control work plans, project schedules, and/or work breakdown structures
    • Track and manage cost expenditures;
    • develop and maintain quality control through repeatable, managed processes
    • Coordination with other contractors and system owners as needed.

  • The Project Manager will document and update their detailed approach for managing FDA Infrastructure and projects in the Task Order Management Plan (TOMP). The Project Manager will manage all required activities to ensure alignment with multiple schedules and requirements across the FDA Infrastructure and projects. This could also involve alignment with Government directives that impact the FDA Enterprise. Project managers should be identified for individual projects when the level of work is beyond regular operational tasks. The work includes the following activities:
    • Multi-discipline and multi-system stakeholder requirements negotiations and resolution
    • Interface negotiation between the FDA and other entities
    • Internal and external systems interfaces negotiation
    • Project Schedule alignment
    • FDA systems software licenses tracking, coordination, and documentation
    • FDA systems hardware warranty tracking, coordination, and documentation
    • Identification of resource limitations
    • Risk identification and mitigation
  • As necessary, the Project Manager will work with the government to reprioritize TO activities to refocus TO work efforts and support activities to address new or changing FDA Business and OIMT.

EDUCATION/EXPERIENCE: Bachelor's degree and 10+ years related technical experience including 5+ years of project management experience.

  • Project Management Professional (PMP Certification (Active Certification Required)
  • Requires a record of successfully managing multi-task projects of $3M to $5M per year for Department of Health and Human Services operating division or other civilian government agency
  • Must have successfully managed fixed price, performance based software development contracts
  • Broad working knowledge of software development lifecycle and application development, web technology, BI tools, security and server infrastructure
  • Proven experience with successfully leading teams of engineering in providing enhancements and solutions to critical business missions
  • Experience working in a CMMI L3 or higher environment
  • Hands on experience with Control Account Management and Earned Value Management
  • Excellent communication skills (written and oral) required
  • Proven experience with supporting highly critical customer missions
  • Evidence of continuous learning of new business area, technology, and methodologies

  • Demonstrated experience with DevOps practices
  • ITIL V3 Certifications
  • CISSP Certifications
