Job Description:

Leidos is seeking a Proposal Staffing Lead supporting our Intelligence Group in Columbia, Maryland. This individual will be expected to collaborate with Line Leadership, Business Development/Capture Management, HR, Talent Acquisition, the Corporate Proposal Center, and New Business SMEs assigned resources to the following tasks:

For each distinct proposal, works with Capture/Proposal Manager to determine staffing requirements and complete staffing deliverables (matrix, define staffing strategy content required, etc.). This includes (but is not limited to) the following:
  • Develop an appropriate staffing workflow based upon opportunity specific requirements
  • Where appropriate, utilize Corporate or locally developed tools to facilitate the staffing process
  • Develop data calls to solicit the various types of information that will be required for each effort
  • Serves as main POC for the tracking of all candidates (Internal, External, Teammate) for the proposal team to include all skillset and proposal taxonomy
  • Collaborates with Line Managers to determine internal candidates
  • Collaborates with Talent Acquisition to establish requisitions, schedule interviews, align technical interviewers and make offer decisions
  • Collaborates with Teammates (Subcontractors) to collect, review and determine acceptability of candidates/resumes against requirements
  • Collaborates with line managers and internal candidates to collect, review, revise, and determine acceptability of candidate resumes against requirements
  • Collaborates with New Business SME and Human Resources for Labor Category Mapping
  • Collaborates with the Corporate Proposal Center for resume template and content development
  • Collaborates with the Cost Team in developing the Level of Effort allocation and/or Task Order Resource allocation
  • Works directly with Candidates to ensure all requirements are met (resume content, commitment signatures, etc.)
  • Collaborates with Proposal Manager, Capture Manager and Line Manager to finalize all candidate/resume decisions
  • Produce reports necessary to represent the staffing status of multiple, simultaneous proposals
  • As required for opportunities of larger scope, leads teams of resources for resume development and candidate tracking against proposal requirements


REQUIRED SKILLS/EXPERIENCE:
  • Requires a BA/BS and 8 - 12 years of relevant experience. Four years of relevant experience may be substituted for a BA/BS Degree
  • Possess and maintain an active TS/SCI w/ Polygraph Clearance
  • Excellent communication skills, written and verbal
  • Highly collaborative work ethic
  • Proven ability to seamlessly integrate into a high performing team
  • Successful proposal leadership capabilities and experience
  • Proven ability to staff large government contractor programs supporting the intelligence community
  • Knowledge and experience of labor categories and staffing processes relevant to the CSS Operation
  • Willingness to occasionally work unusual hours and weekends to support short-during, time-sensitive proposals
  • Experience leading teams or projects


DESIRED QUALIFICATIONS:
  • Experience working with and supporting the Intelligence Community
  • 5+ years of experience supervising or leading teams or projects
