The Technical Lead will be a member of a leading edge, dynamic technical program - NEWTTON. This program is a small development program in Washington DC with Agile Development and migration to the cloud. This development program is a workflow tool to engage linguists for the Intelligence Community.

The Technical Lead provides a means of determining and prioritizing user needs through direct interaction. The On-site Technical Lead coordinates the O&M cycle with the schedule of activities on-site for efficient deployment of upgrades and modifications. The position enacts the protocols prescribed by the software engineering methodology into the physical and virtual workplace environments. The position will also lead the cloud migration activities to include a "lift and shift" approach of the current application and then architecting the baseline for cloud optimization.

Primary Responsibilities

  • Provide technical direction to team of Software Developers, Testers, System Administrators, and Database Administrator
  • Develop tasks for Cloud Migration and Cloud Enhancement
  • Provide the following engineering practices for the language translation workflow tool:
    • Formulate systems or subsystems architecture and design
    • Formulate systems or subsystems requirements
    • Develop systems or subsystems
    • Direct integration of tools / technologies / systems
  • Manage agile software development cycles


Basic Qualifications

  • BS/BA Degree and and 12 - 15 years of prior relevant experience or Masters Degree with 10 - 13 years of prior relevant experience (in Computer Science, Engineering, Information Technology, System Administration, Cyber Security)
  • Cleared at the Top Secret level with the ability to pass a CI polygraph
  • Eight or more years of experience performing highly complex software engineering activities using "state-of-the-art" software engineering concepts and software techniques
  • Certification as an Amazon Web Services Certified Associate
  • Experience with migration and operation of systems to an Amazon Web Services (AWS) cloud environment
  • Agile software development experience
  • A professional background in Systems Engineering / Cloud Architecture / Software Developemnt
  • Experience with Cloud Computing Technologies/Amazon Web Services (AWS)
  • Strong communication skills
  • Can work independently of direct supervision

  • Experience migrating systems to the cloud
  • Experience architecting systems in AWS
  • Experience with Agile Software Development
  • Experience with Oracle Databases
  • Security+ Certification
  • CISSP Certification
  • AWS Certification
  • SAFe Scaled Agilist Certification
