Job Description:

The Government Health and Safety Operations currently has an opening for a Deputy Program Manager to support a large

healthcare contract in Baltimore

Serves as Deputy Program Manager for The Centers for Medicare and Medicaid Services (CMS) HIGLAS program.

Primary focus will be on service level agreements, financial planning, and configuration/change management oversight.

This person will be responsible for multi-site coordination and management. Coordinates planning and production of

all the contractor's support activities. Demonstrated experience relative to oral and written communications with all

levels of management for planning and control of projects. Formulates and reviews project plans, determines cost,

and ensures conformance to work standards. Responsible for formulating and enforcing work standards, assigning

contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies,

purposes, and goals of the organization to subordinates. Assigns, schedules, and reviews work of subordinates. Able to

evaluate proposed information systems to determine technical feasibility with government specified technologies, cost

for implementation and operation, as well as functional adequacy. Demonstrated ability to manage a team composed of

analyst/programmers and specialists in designing and implementing computer systems. This individual will be responsible

for strategic direction and development of cost and operational models to align with customer's changing regulatory

and operational needs. The individual will also serve as the central point of contact to interfaces with CMS management

personnel, CMS contracts staff, and other CMS officials relative to program performance.

− Analyze and predict trends and develop long-range plans designed to maintain cost effectiveness and competitiveness

of the enterprise's IT infrastructure - specific to the Customer environment and taking in to account Industry technology

trends .

− Utilize metrics, key performance indicators, and service level agreements for driving the performance of IT service



BA degree and 12 - 15 years of prior relevant experience or Masters with 10 - 13 years of prior relevant experience

Experience with CMS processes, procedures and policies

-Project Management (PMP) Certification.

-Information Technology experience, with experience in managing multiple, cross-functional teams or projects and

advising senior level management and key stakeholders in a US government environment.

-Demonstrated experience in planning, directing, and managing the development, implementation, and performance of IT

operations on a medium to large government IT Infrastructure program.

-Demonstrated experience with the management and supervision of employees of various labor categories and skills in a

complex, medium to large IT Infrastructure program.

-Demonstrated ability for oral and written communication with the highest levels of management.

-Demonstrated experience with managing performance metric contracts that must conform to SLAs.
