Job Description:

The Health Solutions Business Unit is seeking a full time Public Health Strategic Information Advisor / Data Analyst to work with the Defense Health Agency (DHA)/Department of Defense (DoD) HIV/AIDS Prevention Program (DHAPP) in San Diego, CA.

This individual will support the Strategic Information Branch. The purpose of this position is to support the collection, management, analysis, and use of strategic information in order to monitor, manage, and improve DHAPP programs. This includes providing in-person and virtual technical assistance and capacity development to DHAPP headquarters and field staff, military partners, and implementing partners in monitoring and evaluation (M&E), program quality monitoring, data analytics, and use of health information systems. The incumbent will support stakeholders in the effective use of strategic information for planning and programmatic decision making, and developing M&E and other data related strategies for HIV/AIDS programs. International and domestic travel is required for this position.

The incumbent will be responsible for all aspects of DHAPP's data life cycle, including but not limited to data collection, management, quality assurance, quality control, analysis, and publishing reports with recommendations. The incumbent will communicate with headquarters and field staff to improve data quality and assist stakeholders with the use of data for programmatic decision making and its application to existing epidemiological program components (i.e., care and treatment). The Strategic Information Branch is responsible for managing relevant data to monitor program implementation, effectively plan for future projects, allocate resources, and make informed programmatic decisions.

This individual will: (1) work with foreign military partner programs to guide strategic information investments in order to improve the quality of delivered program services and reach HIV epidemic control; (2) be proficient in use of data management and analysis tools to support data collection, analysis, and interpretation; (3) participate in the evaluation and assessment of DHAPP programs and activities; (4) work with foreign military partner programs to review data requirements and develop strategies for quality reporting and compliance; (5) work with foreign military partner programs to identify inefficiencies with regards to their data collection and analysis systems and processes; (6) support capacity building of HQ and field staff; (7) create presentations and reports for high-level stakeholders; (8) set realistic program targets using data considerations; (9) support preparation of DHAPP Reports; (10) support staff to use data for program quality management (quality improvement/quality assurance), using the DHAPP Site Improvement Monitoring System (SIMS).

The incumbent will respond to routine and ad hoc requests for information and other data reporting. Manage these data correspondence and project communications. Assist with data management and reporting requirements for SIMS site-level data. Participate in PEPFAR working groups such as those related to quality assurance, program quality improvement, monitoring and evaluation, and the Interagency Collaborative for Program Improvement.

Qualifications:

Education: Minimum of a master's degree in a relevant technical field (e.g. public health, international health, epidemiology, or related field) from an accredited college or university. Prior Work Experience: Minimum of 1 year of experience in public health M&E, international health, health science, or in HIV/STI programs. Experience using statistical/data analytics software such as SAS, R, Tableau is required. Data management and analysis using Excel is required. Experience with Microsoft Office products such as Word, PowerPoint, and Outlook is expected. Prior work experience with a USG Agency, military, or other international/local organization is advantageous. Language Proficiency: Written and oral proficiency in English is required. The incumbent is required to be capable of preparing documents such as technical and progress reports. Reports, correspondences, and documents are to be prepared in a professional and competent manner requiring little or no editorial changes. The ability to communicate information effectively with public health scientists and program staff is required. French or Spanish language skills are advantageous. Knowledge: Knowledge of concepts, principles, techniques and practices of monitoring and/or evaluation, and data quality assessment is required. Knowledge of concepts, principles, techniques and practices of HIV/AIDS prevention, care, treatment, and support programs is desirable. An understanding and knowledge of USG regulations and procedures is beneficial. Travel: The incumbent must be willing and able to travel domestically and internationally. This position is expected to require travel up to 25%. Citizenship: Due to Federal contract regulations, US citizenship (no dual US citizenship) and the ability to obtain a Secret Clearance is required. Other: The incumbent should have an interest in working with and on behalf of militaries. An ability to interact positively and professionally within an academic/evidence based environment and have excellent critical thinking and problem-solving skills. The candidate must be able to work both independently and cooperatively in an established culturally diverse team setting. The individual will be required to manage multiple tasks simultaneously and be flexible in responding to changing demands, timelines, and priorities. The incumbent must be able and willing to work early and late hours and additional hours beyond the established 40 hour work week as sometimes necessary.

Supervision Received:
The Public Health Program Monitoring and Evaluation Data Analyst will work under the direction of the Strategic Information Branch Chief and Deputy Branch Chief, the DHA/DHAPP management team, and Leidos management. The incumbent will work with leadership to establish priorities and work with a great deal of independence, adhere to and meet established deadlines, and perform responsibilities and duties with minimal intervention.
