Job Description:

The Veterans Health Group has an opening for Program Manager supporting our contract with the Department of Veteran Affairs. This is an exciting opportunity to manage the operations of the Medical Appointment Scheduling System (MASS) supporting our veterans and providing them with improved access to healthcare providers. The successful candidate is responsible for directing and accomplishing the required contract efforts. The PM shall act as the single point of contact with the Government Contracting Officers Representative (COR) for all contract operations including the authority for scheduling and rescheduling all resources, signature authority for accepting task assignments and changes to the task assignments.

Primary Responsibilities

The successful candidate is responsible for directing and accomplishing the required contract efforts. The PM shall act as the single point of contact with the Government Contracting Officers Representative (COR) for all contract operations including the authority for scheduling and rescheduling all resources, signature authority for accepting task assignments and changes to the task assignments. The PM's responsibility shall include planning, execution and control of such activities as contractual and administrative matters, contract deliverables, cost accounting and reporting and support activities.
  • Monitor and analyze application performance, capacity, reliability, and stability metrics.
  • Conduct advance planning to continually meet customer's contract requirements.
  • Support the application/customer at the Operations Planning meetings, assessing change impact, performing risk mitigation, and organizing communication plans.
  • Ensure adherence to VA policy and standards during meetings, release management/operational readiness reviews, and other work sessions, such as planning and budgeting.
  • Work with Service Desk and other teams to ensure the MASS Service Desk knowledge base contains accurate and current lessons learned and "how to" information.
  • Provide oversight to team responsible for securing ATO including: Plan of Action and Milestones (POA&Ms) are resolved and responded to as required.
  • Support the approval of application access requests in compliance with government / contract policy, including the closing of expired accounts.
  • Provide regular status reports on the following areas: outages, root cause analysis, and remediation plans; risks and issues (in advance of a crisis); customer satisfaction, lifecycle plans; application metrics, trends, and other actions.
  • Develop and maintain relationships with internal/external customers.
  • Develop and deliver reports per the MASS contract.
  • Develop and deliver reports per Leidos requirements.
  • Approve timesheets for Leidos employees and subcontractors.
  • Review and approve contractor invoices.
  • Manage contract budget and execution to achieve financial targets.
  • Teleworker is an option, candidate must be located in the United States


Basic Qualifications
  • Bachelor's degree and 8 - 12 years of related experience managing large technical programs that are multi-disciplinary in nature and geographically dispersed.
  • Strong written and oral communications
  • Experience managing programs supporting VA and/or VA OIT contracts
  • Ability to monitor and analyze application performance, capacity, reliability, and stability metrics.
  • Ability to conduct advance planning to continually meet customer's contract requirements.
  • Ability to ensure adherence to VA policy and standards during meetings, release management/operational readiness reviews, and other work sessions, such as planning and budgeting.
  • Ability to provide oversight and guidance to ATO activities including: Plan of Action and Milestones (POA&Ms) are resolved and responded to as required.
  • Ability to support the approval and management of application access requests in compliance with government / contract policy, including the closing of expired accounts.
  • Ability to develop and provide regular status reports to customers (per contract) and Leidos.
  • "Hands on" management experience with large project management disciplines including scheduling, planning financial management, personnel management, and customer relationship management.
  • Ability to develop and maintain relationships with internal/external customers.
  • Ability to manage team of employees.
  • Ability to manage contract budget and execution to achieve financial targets.
  • US Citizen or Green Card holder with the ability to obtain Public Trust Clearance
  • Must be located in the United States


Preferred Qualifications
  • Experience supporting a Veterans Affairs contract
  • PMP Certified is a plus.
  • Experience with Leidos systems for financial and contract management
  • Experience working with medical scheduling systems
  • Experience working with VHA customers for EHR and/or scheduling support
  • PMP
  • Knowledge of resource based scheduling
