Job Description:

The NISC III program at Leidos Civil Group is seeking a senior level Environmental, Occupational, Safety, and Health (EOSH) Task Order Manager (TOM), who is either a Certified Safety Professional (CSP) or a Certified Industrial Hygienist (CIH) to join the National Airspace System Integration Support Contract (NISC III) team. The position will be supporting the Federal Aviation Administration's (FAA) Environmental Occupational Safety and Health (EOSH) Programs with the goal of mitigating organizational risks and assisting the FAA achieve an improved state of compliance with Occupational Safety and Health and Environmental Federal, State, and Local law. The TOM must take a variety of actions such as analysis, report generation, site inspection, etc., on behalf of EOSH Services and Facility Security Group AJW-23 to support and improve EOSH Services program elements intended to protect employees and others in the workplace and protect the environment.

The focus for this position includes the following areas:
  • Fall Protection (e.g., conducting training, reviewing design packages for new facilities and modifications to existing facilities). Performing post-installation inspections on fall protection projects, assessing new fall protection technologies for compliance with regulatory and consensus standards and applicability to Air Traffic Organization (ATO) needs, etc.
  • Unsatisfactory Condition Report (UCR) hazard reporting program (providing Subject Matter Expertise [SME]). Providing UCR database analysis for trends and status. Reviewing current and/or updated regulations, standards, and guidance as related to the UCR program and updating applicable FAA documentation, etc.).
  • Environmental Due Diligence Audits (EDDA) for Decommissioned Facilities. Preparing draft and final EDDA reports.
  • Providing assistance in performing sampling of material suspected of being out of compliance with FAA program requirements and arranging for testing or conducting various compliance tests, etc.);
  • Workplace Inspection Program (WIP) & Hazard Abatement Program (HAP) Program Management.Providing SME technical expertise for programmatic support to address annual EOSH workplace inspection compliance.
  • Performing analysis of findings in the FAA Workplace Inspection Tool (FAA WIT),Reviewing the hazard abatement rates, abatement planning compliance, hazard risk assessment, and other FAA WIT data for FAA workplaces, etc.).
  • Regional Occupational Safety, Health, and Environmental Resource (ROSHER) Program Management.
  • Assisting the FAA in managing the ROSHER program by providing SME support, inspections, compliance reviews, report generation and other tasks, reviewing the inspection compliance rates, hazard abatement compliance rates, abatement planning status, hazard risk assessment, and other FAA Workplace Inspection Tool (FAA WIT) data as necessary for all FAA non Air Traffic Organization (ATO) Lines of Business).


Specific duties for the position include:
  • Preparing for the FAA's Safety Stand Down efforts.Administration of task orders issued by FAA customers and responsibility for ensuring work requested under the task order is performed properly and within the prescribed time and budget constraints negotiated between the Contractor and the Government for the particular task order in question.
  • Manages and establishes policies, procedures and goals for the successful completion of work within the task order that is within budget and schedule constraints, commensurate with Leidos and Federal policies, procedures and practices, and explains them to subordinates to ensure that such policies and procedures are effectively carried out.
  • Manage a large team of experienced professionals who exercise latitude and independence in their assignments.
  • This position has hiring, firing and promotion and reward authority within areas of responsibility, in accordance with manager review and approval.Identification of new business opportunities is within the area of responsibility.
  • Further, the position requires frequent interface and communication with FAA regional personnel, other contractor personnel, FAA Engineering Technical Officers (ETOs), and other FAA customer representatives regarding multiple projects throughout the FAA.

Typical education and experience:
  • Typically requires a BA/BS or equivalent experience and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience.
  • Generally has 4+ years of experience supervising or leading teams or projects.


Basic qualifications:
  • Requires CSP or CIH certification.
  • Requires broad knowledge of The National Environmental Policy Act (NEPA), United States Environmental Protection Agency's (EPA) and the Occupational Safety and Health Administration's (OSHA) laws, policies, regulations and practices.


Desired skills:
  • Previous experience supporting the FAA customer.
