Job Description:

Leidos is currently seeking a Deputy Program Manager that will manage all CONUS based operational, administrative and contractual support for the Afghan CLS and Aviation Management program. The Deputy Program Manager will direct the accomplishment of site-specific program goals and monitor/report their achievement. They will also manage the operating budget, manpower, resources and facilities in performance of contract responsibilities and be responsible for and adheres to all aspects of government and corporate standards.

Primary Responsibilities include, but are not limited to:
Manages a wide and broad variety of services and accompanying labor force for the program
Plans program activities in coordination with the Government Customer Manager and supervises all contract activities and serves as the principal representative in all matters pertaining to the contract
Continually measures and analyzes progress
Responsible for personnel, operational support, training, supply systems and support services necessary
Provides for sufficient and viable contract performance through effective leadership to include compliance with program PWS, QASP and contract. Meets or exceeds all performance requirements
Effectively manages employee issues that may arise
Communicates new requirements, concerns, and issues to the Sr. PM for resolution
Provides for the welfare of the personnel and the enhancement of the contract, to include optimizing the balance between resources of manpower, equipment, time, and materials
Responsible for keeping the Company, Corporate Management, and Customer Government personnel apprised on current status of operations and maintenance
Perform other qualified duties as assigned
Liaison between OCONUS team and CONUS customer

Knowledge and Skills:
Advanced knowledge of contracts
Advanced knowledge of operations specific to contract
Ability to communicate knowledgeably and effectively at senior management levels
Strong leadership skills with ability to manage a large and diverse workforce
Skilled in aviation operations, maintenance, logistics, and resource management
Ability to respond rapidly and sufficiently to changing requirements, unexpected contingencies and other challenging situations
Ability to manage available resources in time sensitive situations
Ability to qualify for a Security clearance and background check may be required
Additional knowledge may be required by contract or assignment

Basic Qualifications:
Candidate must have an active Secret security clearance
Bachelor's degree in a related field with eight (8) years' experience in related aviation operations maintenance management
Management experience in aviation programs and aviation fleet management
Must have ability to travel domestically and internationally to Afghanistan
Demonstrate effective leadership and managerial ability
Interpersonal skills and Communication skills
