About the Antarctic Support Contract:
Leidos Antarctic Support Contract (ASC) is the prime contractor to the National Science Foundation (NSF) in support of the United States Antarctic Program (USAP). Leidos supports the NSF’s Office of Polar Program’s Antarctic Infrastructure and Logistics by aligning with their Mission and Vision Statements:

- Mission: To provide the operational and logistical platform necessary for the U.S. to conduct world-class science in Antarctica and maintain its active and influential presence on the continent.
Leidos ASC operates and maintains over 430 buildings & structures encompassing approximately 900,000 GSF of space year-round, across three geographically remote research stations; McMurdo Station, Palmer Station, and South Pole Station. Each station supports world class research and the facilities are a critical part of this mission and supports over 1300 people living, working and performing research across Antarctica.
The Sr. Manager of Antarctic Facilities and Utilities provides strategic and operational leadership for all activities involved in planning, developing, operating, designing, constructing, and stewarding the maintenance and operations of facilities, infrastructure, and utilities. This position is also responsible for oversight and management of Station Power Plants, Station Water Production Plants, and a Waste Water Treatment Plant. The Sr. Manager will lead organizational change through high performing facilities operations.
As a senior leader of Leidos ASC, the position reports to the Leidos ASC Program Director office and advises NSF leadership on all matters related to facilities management, facilities capital planning, and construction, and works cooperatively and collaboratively with other Leidos offices and departments, key NSF administration, and science grantees to ensure the effective use of resources.
- Lead the ASC Facilities Department, with direct oversight of the facilities maintenance manager, facilities construction manager, engineering manager, and estimating and drafting manager.
- Directs planning, engineering, design, construction, maintenance, and operational services for existing and new USAP facilities and infrastructure including office space, galley and food services, industrial, storage (including high hazard), clinical/medical, recreational, housing and support services, horizontal infrastructure, and utility plants. .
- Develops and manages an annual operational budget in excess of $14 million annually.
- Oversees the strategic and long term planning, station master planning, and development of facilities that align to the NSF and USAP Vision and Mission.
- Lead the development, oversight, and execution of multi-year station minor and capital construction projects.
- Collaborate with executive leadership on institutional projects and issues, including facilities needs assessments, risk management, sustainability, and continuous improvement initiatives.
- Oversee all communications regarding facilities and related services with the NSF.
- Ensures that Facilities provides support, as required, to aid science projects in conducting their research projects.
- Ensures that Facilities meets all contract obligations in a manner that meets or exceeds the client’s needs and expectations.
- Ensures compliance with all applicable laws, regulations, and building codes and standards to include the Antarctic Treaty.
- Responsible for implementing and maintaining a safe workplace program and ensuring that safety is the highest priority on the job-site.
- Periodically deploys to Antarctic stations for several weeks per trip.
- Performs other duties as required.
- High Level of competency with Microsoft Office products
- Bachelor’s degree (BA/BS) and 10+ years of prior relevant experience or Masters with 7+ years or prior relevant experience.
- Experience establishing a vision for facilities-management services that advances mission, maximizes efficiency and return on investment, and demonstrates effective stewardship of assets.
- 10 – 15 years of management experience in the operation and maintenance of facilities across multiple locations. Experience to include leading engineering design, coordinating construction efforts, life cycle replacement planning, energy management, facility condition assessments, and project prioritization. Experience working with science disciplines or University faculty preferred.
- Experience managing international and long logistics chain multi-site projects.
- Proven track record of leading staff and multiple, critical high-profile projects.
- Strong financial acumen, budgeting, and decision making skills.
- Must be articulate, able to communicate with multiple levels of clients and stakeholders.
- Must have current working knowledge of construction industry standards and certifications.
- Must have demonstrated experience maintaining cost and schedule performance using earned value methodologies.
- Experience managing various types of subcontracts.
- Able to pass a Physical Qualification to travel to and stay in Antarctica.
- Master’s degree and/or professional certification such as Professional Engineer, Licensed Architect, or LEED/LEED-AP certification and experience in facilities service.
- Experience managing various types of contracts for subcontractors.
