Program Manager MPTE

Job Description:

Leidos has an opportunity for a Program Manager located in in our Reston, VA offices.

MPT&E is the Navy’s business solution for HR Management for over 400,000 Sailors worldwide. The enterprise of the future shall provide the Navy with an integrated web-based, field-entry, electronic pay, and personnel support system for all Active Duty and Reserve Sailors. The system will be unclassified and classified, available worldwide, both ashore and afloat (submarines and ships), and will collect, validate, process, and transfer data necessary to ensure accurate and timely pay and maintenance of personnel records.

The current IT Architecture is composed of 50+ systems with approximately 11 systems that use multiple operating systems, using multiple programming languages that operate on many different operating systems. There is no centralized IT architecture and it is expensive to sustain and extremely difficult to enhance to include new business processes needed for the modern Navy

The strategic vision and desired end-state is a holistic modernization of models, processes, and IT to drastically improve the quality of MPT&E service delivery from Hire to Retire.

The successful candidate will be responsible for all activities through final deployment of the HR and Technical solution and cutover to production and support.

Qualifications:

The successful candidate must have BA/BS and 12 plus years of experience managing and supervising employees of various labor categories and skills in projects similar in size and scope. 

Candidate must possess an active DOD Secret level security clearance, and be eligible to obtain a Top Secret level clearance should the contract require.

PMP certification

The following is preferred Qualifications, but not required to be considered:

15 years of experience managing complex HR system implementation projects of a nature similar in size (or larger) and scope. 

15 years of experience in leadership of complex tasks, including review of work products and deliverables for correctness, compliance with industry best practices, and Federal Government standards.
15 years of experience translating RFQ requirements into project plans and milestones, directing and implementing plans, and presenting formal project status/plan briefings to Government managers
