Job Description:

The Leidos Civil NISC III team is hiring a Project Manager to support the Federal Aviation Administration Flight Program Operations team in Oklahoma City. The selected candidate will support the FAA Project Manager to develop a comprehensive plan for transitioning a legacy staffing and pay systems to a new system. The position will require some travel to the Washington, DC area. Primary responsibilities will include:
  • Create detailed cost and schedule analyses using analytical estimation that outlines scope, assumptions, risks, cost, funding, resources, schedule, acceptance criteria, and possible alternatives
  • Develop formal project artifacts, including Project Charter, Project Management Plan, Work Breakdown Structure (WBS), Integrated Master Schedule, and project reporting dashboards
  • Identify and sequence project activities needed for resource allocation analysis
  • Develop procurement plans, schedules, and strategies for projects that comply with acquisition related public laws, executive orders, federal regulations, and FAA policies and requirements
  • Develop Independent Government Cost Estimates (IGCEs) and Sole Source Justifications (SSJs)
  • Baseline project schedule, track, and monitor project progress using Earned Value Management (EVM)
  • Monitor project scope and evaluate change requests for project impacts through a formal Change Management Plan
  • Conduct research, compile data, and prepare presentations to project teams, management, and senior executives.
  • Measure cost performance versus planned budget, and schedule performance versus planned schedule.
  • Use Microsoft Project or Primavera to determine estimated work, start/finish dates, cost data, earned value, and baseline metrics
  • Design and develop project status reports

Basic Qualifications
  • Bachelor's degree and 4+ years of Project Management experience
  • Be proficient in MS Project to develop schedules
  • Great communication and writing skills, and experience in developing multiple project management plans (e.g., communication, scope, schedule, risk, stakeholder)
  • Creativity and proficiency in PowerPoint to develop briefings with animation including experience developing graphs, flowcharts, timelines, etc. for presentation
  • In-depth knowledge of Project Management Processes including: Project Initiation, Project Planning, Project Execution, Project Monitoring & Control, and Project Closeout
  • In-depth knowledge of activities relating to the management of project integration, scope, schedule, cost, quality, human resources, communication, risk, procurement, and stakeholder
  • In-depth knowledge of risk management processes including risk planning, risk identification, risk analysis, risk response planning, and risk monitoring and control
  • In-depth knowledge of Earned Value Management (EVM) metrics calculation including Cost Variance (CV), Earned Value (EV), Actual Cost (AC), Planned Value (PV), Cost Performance Index (CPI), Schedule Performance Index (SPI), Budgeted at Completion (BAC), Estimate at Completion (EAC), and Estimate to Completion (ETC)
