Job Description:

Leidos has a current opening in Austin Information Technology Center (AITC) for a Program Manager supporting Veterans Affairs Enterprise Cloud initiatives of the Veteran's Administration (VA) Office of Information Technology (OIT).  This is an advanced opportunity to use your Program Management acknowledge and skills to support the VA Infrastructure Operations (IO) and IOSS initiatives

Primary Responsibilities

The selected Program Manager will provide support of the VA Microsoft Azure Government (MAG), AWS, GovCloud, or MilCloud with a focus on Networking and Security providing technical support in system and network architecture, system and network design, system and network integration and technical management. The individual will be responsible for providing technical input to the systems engineering process for VA cloud-based systems. Leads teams in developing application, network, security, and technical plans. Guide customers in the installation and use of strategic products through education and guidance, first-use and tuning assistance problem solving and critical situation resolution.

The main responsibilities will include the following:

  • Expertise in working in defense or intelligence community Cloud environments, including AWS GovCloud, MilCloud, or Microsoft Azure Government (MAG).
  • Network and/or security expertise in working in defense or intelligence community Cloud environments.
  • Experience using Federal Information Security Management Act (FISMA), Web Application Security Assessment (WASA), and/or National Institute of Standards and Technology (NIST) protocols and standards. Experience with security and compliance with various industry standards like HIPAA, PHI, etc. Strong understanding of networking, containers, and fault tolerance Experience implementing strategies such as blue-green deployments, phoenix environments, immutable infrastructure, and infrastructure as code.
  • Experience with SQL and MySQL (NoSQL experience is a plus). Prior Web Application Development. Knowledge of, and preferably experienced with, CI/CD pipe lines, Agile/SCRUM methodologies.
  • Familiarity or experience with Terraform, CloudFormation, Ansible, and MAG Resource Manager
  • Develop and maintain accurate documentation for internal procedures and services
  • Monitor and provide support for the Veterans Affairs Enterprise Cloud Team initiatives concerning cloud environments, including Microsoft Azure Government (MAG), AWS GovCloud, or MilCloud.
  • Provide proper direction to support staff in maintenance, security and updates to the Veterans Affairs Enterprise Cloud to ensure projects are completed effectively and efficiently.
  • Monitor network and security activities relative to the defense and intelligence community of the VA's cloud environments.
  • Lead the Enterprise Cloud staff in the evaluation, planning, development, implementation, and training for all strategic improvements in the system and network integration for all VA Cloud Enterprise endeavors.

Basic Qualifications:

  • Master’s Degree with 10 years of applicable experience or 10 years additional relevant experience substituted for education.
  • Expertise in working in defense or intelligence community Cloud environments, including AWS GovCloud, MilCloud, or Microsoft Azure Government (MAG). Amazon or Azure Cloud Certification. Experience with Datacenter strategies and technologies for Disaster recovery strategies, and data replication.
  • Experience using Federal Information Security Management Act (FISMA), Web Application Security Assessment (WASA), and/or National Institute of Standards and Technology (NIST) protocols and standards.
  • Experience with security and compliance with various industry standards like HIPAA, PHI, etc. Strong understanding of networking, containers, and fault tolerance Experience implementing strategies such as blue-green deployments, phoenix environments, immutable infrastructure, and infrastructure as code.

Preferred Qualifications:

  • DevOps, Scripting, Configuration Management, and Infrastructure automation. Skilled at working collaboratively with cross-organizational VA teams to deploy and automate SDDN networks, security policies, infrastructure, and application systems.
  • Ability to automate and streamline processes Build and maintain operational tools Troubleshoot and resolve issues in development, test and production environments. 
  • Provisioning cloud resources Perform cloud management Manage cloud specific tool sets Setup and maintenance of cloud platforms
  • Coordinate with Enterprise Architects and Administrators for integration with application, network and cloud services.
