Leidos has a need for a part-time Science and Technology Policy Analyst to support the Department of Energy/National Nuclear Security Administration (DOE/NNSA).  This position will assist with the strategic planning, programming, budgeting and execution for Defense Programs within the NNSA. Particular focus on stockpile stewardship, life extension programs, and scientific research & technology development for these programs. This is a part-time position with approximately 25 percent of the work performed in the NNSA offices located at the DOE Forrestal Building in Washington, D.C.  Travel may be required to CONUS sites hosting Integrated Planning Group (IPG) meetings (national laboratories, plants, and security sites).

Primary Responsibilities

• Monitor legislative requirements for sustaining a reliable nuclear stockpile and make recommendations to ensure they are being met
• Formulate talking points and briefings on science, technology, and engineering developments within the DOE/NNSA national security enterprise (from technical and policy perspectives, for a range of audiences)
• Participate in reviews and conduct data analysis
• Cultivate strong and productive working relationships between DOE/NNSA offices and the national laboratories & sites to assess policy milestones and objectives
• Review and evaluate programmatic and technical information related to nuclear weapons programs and the associated equipment, facilities, and infrastructure
• Provide advisory and assistance services in technical and policy areas related to the U.S. nuclear weapons stockpile
• Assist with the development of NNSA’s  report(s) in response to Congressional requirements 
• Assist with the development and review of annual updates to strategic plans, including the Stockpile Stewardship and Management Plan (SSMP)
• Conduct cross-cutting business case studies, scenario planning, and analyses of major issues and activities that impact mission and goals

Basic Qualifications
     
• BS in science or engineering field
• A minimum of 12 years’ work experience in a technical field
• Demonstrable excellence in effective interaction with technical staff and senior leadership to accomplish the mission
• Hands-on experience in high level data analysis
• Ability to collaborate and work with a team
• Ability to obtain and maintain DOE Q clearance


Preferred Qualifications
  
• MS in science or engineering field and a PhD strongly preferred
• Prior experience within the DOE/NNSA nuclear security enterprise particularly with nuclear weapon programs 
• Familiarity with communication strategies and messaging to successfully convey technical issues and budget justifications to non-technical audiences
• DOE Q or DOD TS clearance
