Job Requisition:Technical Projects Manager
The Radar and Electronics Warfare Group at Leidos in Ridgecrest, CA is seeking a well-qualified and experienced Technical Projects Manager. This opportunity is associated with our Aircrew Electronic Warfare Tactical Training Range (AEWTTR) Program. The successful candidate will perform Technical, Schedule and Cost Planning, Execution and Management of Technical Projects consisting of requirements analysis and generation, specification, design, production, integration, testing, installation and sustainment tasks for complex Radar, Electronic Warfare, Instrumentation and Communications Systems for US and Allied Training and Test & Evaluation Ranges.
-Responsible for the planning, structuring and execution of detailed and integrated Plans of Actions and Milestones (POA&Ms) for Technical Projects that include requirements analysis and generation, specification, design, development, manufacture, integration, verification and validation testing, fielding and troubleshooting activities related to complex Radar, Electronic Warfare (EW), Instrumentation, and Communications systems.
-Generates detailed Work Breakdown Structures (WBS) to the Work Package level including Resource Loading, Task Phasing, Schedule Duration, and Cost elements. Has authority and responsibility for all Technical, Schedule and Budget aspects of assigned Projects.
-Performs analysis of Critical Paths and generates alternatives to reduce Schedule and Cost Variances from baselined plans. Performs Risk Management and proactively generates plans and executes actions to reduce overall Project Risk.
-Working with related specialists, generates Project documents including Systems Engineering Management Plan (SEMP), Quality Management Plan (QMP), Quality Assurance Surveillance Plan (QASP), Earned Value Management Plan (EVMP), Risk Management Plan (RMP), and other common plans associated with CMMi Level 3 Certification.
-Generates reports including Internal/External Management Reviews (MRs), Interim Progress Reviews (IPRs), Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs), and Earned Value Management Reviews (EVMRs).
-Acts as primary liaison between AEWTTR Program and the assigned Project’s Government Technical Point of Contact (TPOC), Contracting Officer’s Representative (COR), and Government Customers and Stakeholders.
-Acts as primary Project Liaison between AEWTTR Program and Subcontractors, Suppliers and Vendors.
-Approves all Project related Material and ODC transactions.
-Requires ability to communicate, understand and accommodate issues and interactions across the entire AEWTTR Program’s Functional Organization, Customers, Vendors and Suppliers.
-Working with Resource Group Managers, coordinates the activities of a small Project Team consisting of 5 to 10 assigned personnel across a broad range of entry-level to journeyman-level Engineers, Field Engineers, Engineering Technicians, Technicians, Assemblers, Administrative Staff, and Financial Staff.
-Provides input to AEWTTR Program Manager and Resource Group Managers for performance and rewards decisions for assigned Project personnel.
-Participates in the generation of Project Proposals and associated Cost Estimates for new Projects in response to Government Requests for Proposals (RFPs).
-Requires an AA/AS and 10+ years relevant experience or BA/BS and 7+ years of relevant experience or Masters and 3+ years of relevant experience (additional experience, education and training may be considered in lieu of degree).
-Experience required and related to Planning, Management and Execution of Technical Projects incorporating requirements analysis and generation, specification, design, development, manufacture, integration, verification and validation testing, fielding and troubleshooting of complex systems.
-Requires 5+ years of Project Management experience managing Technical Projects valued at $2M+, 2+ years duration, with Project Teams consisting of 5+ personnel.
-Requires 5+ years of experience Managing Technical Projects involving complex systems including electrical, electronic, digital, communications, sensor, secure network, power, mechanical, hardware and software components and subsystems.
