Job Requisition:Biomedical Research Program Analyst Manager
The Life Sciences Division of the Leidos Health Group is seeking a Biomedical Research Program Analyst Manager who will provide technical leadership and management expertise for diverse analytical and operational support to Department of Defense and other federal biomedical research and development (R&D) programs. Efforts may support a range of activities associated with executive management of biomedical R&D programs, to include strategic program planning; conduct of program evaluations; conduct of market research; review and/or development of business processes and administrative policies associated with research operations; analysis of research program technical and business data; and development of reports and briefings. The Program Analyst Manager will work with research programs spanning a broad range of biomedical investigation, ranging from basic research through clinical studies, and involving diverse scientific areas including human physiology and performance, neuroscience, microbiology, immunology, toxicology, pharmacology, medical devices and medical information systems. This position is located in Frederick, MD, and may involve occasional travel (typically less than 1 week per year).
The Program Analyst Manager will have lead responsibility to design and execute projects addressing complex research program management issues, requiring significant insight and creativity to design feasible and appropriate strategies that identify, characterize, and evaluate alternatives, often involving systematic collection and analysis of qualitative information. Projects may involve but are not limited to design of and justification for new organizations, evaluation of personnel or physical laboratory infrastructure, planning of new strategic scientific or business process initiatives, and coordination of interagency initiatives. The Program Analyst Manager will coordinate with government program managers and program management staff to complete projects and will typically guide and ensure the quality of work performed by other project team members. The job entails, but is not limited to, design and execution of comprehensive data collection and analysis plans; detailed analysis, integration, categorization, and summarization of a broad spectrum of biomedical, health-related and/or programmatic information and data in tabular, graphic and/or narrative formats; development and presentation of well-supported conclusions and recommendations; and development of implementation plans to include change management plans. Data may be collected through a variety of mechanisms, including direct data calls to program offices and laboratory staff, conduct of surveys or structured interviews, and conduct of focus groups, review meetings, and workshops. A high level of customer focus and responsiveness, as well as open and frequent coordination and discussion with a multidisciplinary and goal-oriented group, are inherent elements of the day-to-day operations.
- Individuals must possess a doctoral degree in the biomedical sciences or other discipline relevant to medical research and development, and at least 10 years of postgraduate experience that includes at least 2 years of research experience and at least 5 years of increasingly responsible experience in positions involving research program management and administration (e.g., strategic planning, program evaluation, program monitoring and oversight).
- The individual must have experience in analyzing and preparing visualizations and summaries of scientific-related and programmatic data, and must have at least 3 years of experience in independently planning projects and overseeing project teams in the conduct of management analyses.
- Individuals must be detail-oriented with excellent analytical skills, and possess excellent written and oral communication skills including the ability to summarize issues and provide recommendations supported by data.
- Individuals must also demonstrate strong organizational abilities and interpersonal skills in coordinating group activities, and be capable of independent action and initiative.
- Individuals must be familiar with the practice of biomedical research and development, must be able to interact in a positive and competent manner with individuals at all levels of responsibility, and be willing to work across a wide range of rapidly changing and divergent management issues.
- Individuals must be highly proficient in standard Microsoft (MS) Office software (Word, PowerPoint, and Excel), including the ability to compile data and conduct analyses in MS Excel.
- Candidates must be US citizens with the ability to obtain a Public Trust Clearance.
Knowledge of principles of project management with a Project Management Professional certification is highly desired. Knowledge of the Department of Defense Planning, Programming, Budgeting and Execution (PPBE) process, and familiarity with scientific/organizational budgets and related administrative processes are also desirable. Experience in the use of Department of Defense or National Institutes of Health research management information systems for conduct of analyses is also desirable.
