Job Description:

The Government Health and Safety Solutions Group is seeking a Database Lead in Rockville/Baltimore, MD.

The Systems for Inspections, Recalls, Compliance Enforcement (SIRCE) and Imports program supports the Food and Drug Administration (FDA) Office of Regulatory Affairs’ (ORA) critical work to safeguard the foods, drugs, devices, biologics, and veterinary products that the Agency regulates. These systems continue to evolve to meet emerging business needs and to support new mandates and initiatives. It is important to analyze and implement advances in technologies that will improve efficiency and performance leading to greater user satisfaction and reducing the cost of operations and maintenance (O&M).

​Looking for a candidate with exceptional communications and technical leadership skills who can help define and lead the effort toward the future. This candidate needs to be an excellent communicator and collaborator to achieve a shared vision to modernize in line with best practices. Candidate must be on the forefront of Oracle knowledge and expertise and must inspire confidence in the staff and customer. Candidate will lead a team of database application engineers and system DBAs through a matrixed organization.

Streamline database design to increase performance and reliability while increasing the standardization and accuracy of data

Minimize data duplication across operational systems by centralizing data

Work with data center contractors and government team to provide expertise in database administration support specific to the ORA systems
Advance knowledge of Oracle databases, clusters, and features.
Establish standardized database performance and tuning practices
Implements and enforces security for all of the Oracle Databases and products.
Demonstrated experience in Oracle Enterprise User Security (EUS), TLS/SSL, Oracle Wallet.
Develop and execute Database upgrade and migration procedures
Experience working in Oracle in the various industry leading cloud environment: AWS, Azure, Oracle cloud platform.


BS degree and 12 – 15 years of prior relevant experience or Masters with 10 – 13 years of prior relevant experience. May possess a Doctorate in technical domain.


Excellent Communication skills.

Excellent Team Leadership abilities.

Experience defining Oracle Architectures and ancillary products contributing to such architectures.

DBA Experience on Oracle 12.1 and 12.2 in standalone, RAC and multitenant environments.

Experience with Oracle Exadata servers, Linux operating systems, PL/SQL development and IT Controls
Effectively present information and respond to questions from different groups of managers and staff.


Oracle DBA Certification

Troubleshooting and coordinating migration of Oracle databases for mission critical applications.
Database Modeling thru Erwin or any similar product.
Define problems, collect data, establish facts and draw valid conclusions.
Identify, research and present technical solutions to management and stakeholders for action.
Strong scripting experience in shell scripting and python.
Knowledge and experience with DevOps process, tools and automating experience in database infrastructure.

Requires US Citizen or Green Card Holder status and the ability to obtain a Public Trust Clearance.
