Job Description:

Leidos's Military & Veterans Health Solutions Group has an opening for a District Manager on the Sustainment contract.

The Composite Health Care System (CHCS) and AHLTA serve as integrated clinical information systems that directly support the medical mission of the Department of Defense (DoD).  These complex, mission critical systems are unique to the DoD and are utilized by military health care professionals worldwide.  The VMS/Caché-based CHCS and Windows-based AHLTA platforms share, receive, and process clinical data with over 100 host servers within the military medical computing environment.  The availability of these systems is critical to allowing the DoD to provide medical service and support to members of the armed forces, their family members, and others entitled to military medical care.

The District Manager is responsible for overseeing, directing and executing CHCS and AHLTA system management, maintenance and administration procedures to ensure optimal accessibility and reliability for all CHCS and AHLTA users in Asia.  This position is critical to the overall success of CHCS and AHLTA in the region.  The District Manager is responsible for all aspects of application management and implementation,  as well as direct management of thirty plus  personnel located in the Asia District which includes all staffed locations in Japan, ( Misawa, Yokuska, Yokota, Camp Zama, Okinawa), Korea, ( Seoul, Camp Humphries, Kunsan and Osan), and Guam ( Anderson AFB and Guam NH).

The District Manager assists sites that do not have a site manager by providing first-line management of site personnel.  Directs activities to move personnel in and out of  the district to fill gaps in coverage for a variety of situations, i.e., training, leave, deployments, illness, and resignations.  This requires that the District Manager evaluate the technical skills and capabilities of the replacement personnel.  Ensures dissemination and sharing of lessons learned from each site and ensures adherence to established policies/practices and procedures at the site level, includes consistency of application across the district.   Provides on-site, direct technical support for CHCS and AHLTA when required.

Leads weekly site conference calls and implements required actions generated from the call.  Provides plans and schedules for site upgrades of hardware/software.  Directs activities during site upgrades with the various external resources, i.e., software development, system and deployment engineering, system utilities, and operational system group.  This requires a technical understanding of the impact associated with the changes.  Documents and modifies site operation plans on various procedures involving systems backups and security issues.  Reviews and approves training requests for on-site staff ensuring that training needs are met.  Visits each site and evaluates site staff performance as related by the customer.  Coordinates with the product support center all software quick fixes and the applicability to each site.  Directs the recruitment, hiring, training, development, and review of district site personnel.  Manages new system deployments and implementation.

The District Manager is required to interface with Leidos technical staff and senior Government personnel in the United States regarding CHCS and AHLTA.  The success of this position requires that the District Manager be able to effectively communicate requirements and problem reports from a diverse user community to the respective engineering and support organizations and follow those items through to resolution.  The District Manager is the senior representative responsible for communication of CHCS and AHLTA issues with government personnel in the Asia District.

The District Manager is ultimately responsible for the security posture of CHCS and AHLTA at each site and ensuring that staff are fully trained in Federal HIPAA data privacy compliance, and the use of secure communications.

REQUIREMENTS: Graduate degree and 5 years experience, or Bachelor’s degree and 10 years experience, or 15 years experience.
