An exciting opportunity in a rapidly growing Operation! Leidos, Inc. is seeking a Senior Contracts Administrator to support its Transportation Solutions Operation, within the Civil Group. The selected candidate will report to the Associate Contracts & Subcontracts Director and support contract management activities for a growing portfolio of contracts, including domestic and international programs. This role is in addition to supplement the current Contracts team.   

This role will lead full life cycle (“cradle-to-grave”) contract management activities including proposals, new awards, contract management and closeout for US Government transportation customers (i.e. FAA, Department of Transportation) as well as Direct Commercial Sales to international government entities.

Seeking a motivated self-starter who can work independently and as part of a team in a dynamic environment. This role will provide overall contract compliance of assigned tasks in accordance with contract requirements, company policy and procedures, and applicable laws. Candidate must be able to work independently as well as part of a team of contract professionals supporting proposal preparation and a portfolio of contracts. 

Responsibilities:

- Attend capture sessions to collaborate with the program team to suggest proposal strategies and recommend pricing approaches in order to address Leidos’ and the customer’s expectations and objectives.

- Review and analyze solicitations for potential risks, including compliance with requirements and develop mitigation strategies.

- Lead the oversight and submittal of proposals.

- Lead contractual negotiations and modifications.

- Monitor contract compliance, including timely delivery of deliverables, in coordination with the program team.

- Identify risks and offer mitigation solutions, including Organizational Conflict of Interest.

- Resolve performance issues in collaboration with the program team.

- Act as an adviser providing contractual advice to the program team.

- Mentor Civil Group counterparts and less experienced Contracts staff.

- Coordinate closely and regularly interact with the program team, project control, finance, business development and customers, as required.

- Develop or review prime contract flowdown documents to ensure compliance with prime contract requirements and to minimize company liability.

- Work closely with Subcontract Administrators to ensure overall contract compliance with major vendors.

- Support internal/external audit activities as well as data request from internal / external customers.

Basic Qualifications:

- Bachelor's degree in Business Administration, OR a related field, and 8+ years of related experience. Additional years of relevant experience will be considered in lieu of a Bachelor's degree.

- Prior experience with international contracts (direct sales to foreign governments OR foreign business) considered a plus. 

- Expert knowledge within international and government contracts arena with particular emphasis on proposal support.

- Excellent negotiation skills, including experience negotiating complex terms and conditions.

- Analytical ability to evaluate issues, develop options for resolution, determine the best approach and enact resolutions.

- A working knowledge and fully conversant in theory and application of FAR/DFAR.

- Experience with AMS considered a plus.

- Ability to work in fast-paced environment and manage multiple priorities.

- Must have the interpersonal skills to deal effectively with executive management and staff regarding Contracts issues with high degrees of complexity and work issues to resolution.

- Ability to establish relationships internally within the Leidos community and with numerous customer sets.

- Experience as Contracts lead on large proposals is required.

- Proficient in MS Office (Outlook/Excel/Word/PowerPoint).

- Must be US Citizen

- Ability to obtain Public Trust security clearance.
