Depending on contract award, Leidos will have 1 opening for a Frequency Manager in the country of Qatar. This is an exciting opportunity to use your experience helping the AFCENT Communications Technical Support Service IV mission.  In this mission we ensure communications information is available to forward deployed forces supporting Operation Resolute Support and Inherent Resolve in South West Asia (SWA) and the continuing mission requirements of the Department of Defense (DoD).

Primary Responsibilities

The successful candidate will perform frequency management IAW Military Communication Electronic Board Publication #7 (MCEBP 7) and AFI 17-220. A security clearance of Top Secret/SCI is required.

Frequency management tasks shall include:

a. Process requests for frequencies into the Spectrum 21 (SXXI) database.

b. Plan and obtain frequency allotments in various countries in support of contingency or exercise operations for U.S. forces.

c. Maintain and manage all U.S. frequencies.

d. Review and process all frequency allocations to ensure mission requirements still exist.

e. Manage reported cases of Electromagnetic Interference (EMI) within the AOR and coordinate with appropriate agencies, host nations, and DoD organizations as required to resolve EMI issues IAW Joint Spectrum Interference Resolution (JSIR) process.

f. Maintain and update a continuity book containing the Joint Restricted Frequency List, Unmanned Aerial Vehicle (UAV) predator information, AOR frequency processing, SIs, installation spectrum management orientation information, UHF Tactical Satellite (TACSAT) information, and Government POC.

g. Prepare and provide orientation packages. Orientation packages must contain the SPIN-C and excerpts from the Frequency Manager Continuity Book.

h. Provide technical advice to the AOR spectrum management community as required

i. Travel as directed to USCENTCOM AOR to assist in mitigating EMI and/or coordinate host nation frequency requirements.

Basic Qualifications

Certification

Must meet the certification requirement of DoD 8570.01-M, SPIN-C, or individual task order. 

General Experience

  • Lead level “hands on” work experience in support of installations, repair, and troubleshooting or maintenance of communications systems or equipment. 
  • Must have the technical knowledge to solve complex problems, understand the interrelationships of circuits, and be able to exercise independent judgment in performing tasks in support of communications systems or equipment.
  • Top Secret SCI clearance is required.
  • Typically requires BS and 4 - 8 years of prior relevant experience or Masters with 2 - 6 years of prior relevant experience.

Specialized Experience

Must have intermediate level of experience with the following:

  • Base level communications systems and deployable communications systems, particularly antennas
  • Management and planning of frequencies to include frequency allotment, frequency requests, and frequency modifications
  • Management and resolution of electromagnetic interference (EMI)
  • Joint Spectrum Interference Resolution (JSIR) process
  • Spectrum XXI Management Database and Microsoft Office

Must have a valid U.S. Passport that will not expire in 7 months from hire date.
