Job Description:

The Office of the Deputy Chief of Staff for Operations (DSCOPS) is a subordinate element of the United States Army Medical Research and Development Command (USAMRDC) and represents the Command in developing and managing strategic planning, innovation, partnerships, and outreach initiatives. The DSCOPS works with all elements of USAMRMC, other DoD Services and agencies, foreign agencies, US Government agencies, and non-governmental organizations to provide an interface between USAMRMC and external parties in support of mutually beneficial leveraging of capabilities and greater collaboration.

The DSCOPS has four primary mission areas: 1) Innovation, 2) Strategic Management, 3) Partnerships, and 4) STEM.  The focus of this advertised position is to develop, coordinate and promote science, technology, engineering and mathematics (STEM) engagement activities across USAMRMC, providing administrative and educational support to USAMRMC’s STEM programs to deepen the STEM portfolio to build it into a most robust program.

Primary Responsibilities will include:

  • Conducting outreach to local educational institutions, to include elementary, middle and high schools, as well as colleges and universities, to increase awareness of STEM program opportunities.
  • Evaluate, plan and implement recommended improvements in organizational policies and procedures
  • Coordinate with USAMRDC lab coordinators to serve as a resource specialist in executing successful STEM programs
  • Analyze, strengthen and improve program budgets, operations, and policies to streamline work processes
  • Serve as the liaison between USAMRDC and educational institutions to create educational partnership agreements (EPA’s) to further the Army’s STEM vision.
  • Attend educational conferences to discuss STEM program opportunities with local educational and government officials
  • Strengthen, support and expand USAMRDC’s STEM K-12, undergraduate and post graduate programs and internships to support the mission of building the benchmark of future STEM professionals. Create proposals for new (STEM) programs and initiatives.
  • Interact with USAMRDC Command on policy and procedural changes regarding educational programs. Arrange meetings with subcommittees and working groups to discuss duties of base wide research events. Prepare and distribute meeting agendas, attend meetings and prepare meeting minutes for members.
  • Utilize the Tasking Management Tool (TMT) to create and send Taskers across USAMRDC and U.S. Army Medical Command (MEDCOM)

Basic Qualifications

  • Bachelor’s degree in a science, mathematics, or engineering field and 2 years of experience in increasingly responsible positions, with at least 1 year of experience in work with responsibilities related to the advertised position.
  • Individuals must demonstrate excellent organizational skills and ability to prioritize, multi-task, and work in a fast paced environment with minimal supervision. 
  • Individuals must demonstrate ability to summarize complex issues and demonstrate excellent written communications skills, preferably through examples of relevant work products.
  •   Individuals must demonstrate excellent verbal communication skills, as well as excellent interpersonal skills and the ability to interact easily and effectively with executives and program managers at all levels as well as staff.
  •   Individuals must demonstrate maturity and ability to deal with government representatives with appropriate respect and regard for protocol. 
  • Individuals must be proficient in Microsoft Outlook and Office applications, particularly Word and PowerPoint.
  •   U.S. citizenship and ability to obtain a Secret clearance is required.

Preferred Qualifications

Individuals with general knowledge of and experience working within any of the following areas are especially desirable: scientific information exchange programs, public affairs, and science and technology education programs. Training and/or experience in project management techniques and software is also a plus.
