Leidos is seeking an experienced Program Manager to lead highly visible cyber security single-award IDIQ vehicle that provides security operations center (SOC) support, cyber analysis, application development, and a 24x7x365 support staff. This candidate will be responsible for overall cyber transformation across the DHS enterprise, including overall management of the DHS Enterprise SOC efforts.
Department of Homeland Security (DHS), Security Operations Center (SOC) Support Services is a US Government program responsible to monitor, detect, analyze, mitigate, and respond to cyber threats and adversarial activity on the DHS Enterprise. The DHS SOC has primary responsibility for monitoring and responding to security events and incidents detected at the Trusted Internet Connection (TIC) and Policy Enforcement Point (PEP) and is responsible for directing and coordinating detection and response activities performed by each Component SOC. Direction and coordination are achieved through a new shared DHS incident tracking system and other means of coordination and communication.
Candidate must have experience of direct project and program management experience in delivery of information systems or computer network support services. The Program Manager shall have demonstrated capabilities to analyze highly complex cybersecurity and network issues, recommend plans of action for SOC staff (including both contractor and government personnel), and manage teams supporting resolution of these issues. This individual will serve as the main point of contact for the Contracting Officer (CO), the Contracting Officer’s Representative (COR), the Government SOC and CISO personnel, and Leidos senior management.
EDUCATION & EXPERIENCE:
Bachelor of Science in Computer Science, Engineering, Information Technology, or Cybersecurity
12 to 15 years of system engineering/program management experience with 7 years of direct project and program management experience of IT systems
Experience managing a Security Operations Center (SOC) or other equivalent cyber organization
Transformation experience, including technical changes, employee growth, and organizational change leadership
ISC2 CISSP certification
Must be able to obtain and maintain a DHS Top Secret security clearance.
Masters of Science in Engineering or related field
Experience leading a 24/7/365 operations team at a customer site
Experience leading a geographically dispersed team
Experience with IDIQ and Task Order management
