The Leidos Innovations Center (LInC) has an opening for a GNC Principal Investigator and Program Manager in our Arlington, VA office. The candidate will be expected to apply deep domain knowledge toward business development, capture, and program execution. We’re looking for someone with an entrepreneurial mindset to work with our existing and new R&D clients, developing advanced solutions to high speed air vehicle Guidance, Navigation, and Control, and to provide Program Management for very challenging communications systems, electronic warfare (EW), and signals intelligence (SIGINT) problems.
The successful candidate will need a sense of ownership of the full project lifecycle, performing:
Pre-Proposal Business Development Support: Develop innovative technical concepts and solutions for advanced systems. Meet with client decision makers to describe our existing capabilities and to help shape future opportunities.
Proposal Support: Provide hands on technical leadership during proposals.
Program Execution: Lead a diverse, multi-disciplinary team to achieve program objectives on time and budget.
Create innovative guidance, navigation, and control technical solutions on existing high speed weapon system programs. Lead GNC technical execution for those efforts, integrating sensors, guidance, and control to effect mission success. Perform 3 and 6-Degree-of-Freedom modeling describing mission performance.
Interact routinely with Business Area Leads, the Division Manager, technical staff, and customers.
Manage a multi-disciplinary engineering team to include multiple subcontractors.
Lead the team and ensure the production and delivery of a wide array of contract deliverables.
Manage cost, schedule, and performance for a diverse set of tasks being performed by staff from multiple technical and non-technical disciplines.
Work closely with the Government customers to maintain and grow our business.
Business development and capture:
The successful candidate will drive technical innovation in technical offerings to expand the existing customer base in DoD Science & Technology organizations. Success is to establish at least one new research contract within one year and to develop a $5M portfolio within a 5 year period.
Perform market research to qualify new business opportunities, including analysis of customer budget, capabilities required, current customer preferences, competitive environment assessments, and incumbent strengths and weaknesses.
Coordinate meetings with customers, competitors, clients, and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, and contract vehicle choices.
Drive all aspects of the opportunity pursuits successfully through the Win Plan process.
Lead for call plan development and execution, and provide detailed reports on follow up activities after plan execution.
Plan and participate in capture activities, to include opportunity gate reviews, black hat sessions, collaboration sessions, and proposal reviews.
Brief opportunity status to senior management at specified milestones in the capture process.
Conduct after action reviews for all business opportunity capture participants to document lessons learned and identify necessary adjustments to capture technique, strategy, and actions.
Education: Requires a Master’s in Aerospace, Mechanical or similar discipline and more than 15 years’ experience.
Knowledge: Viewed as a subject matter expert in the field by peers within and outside the organization. Domain specific knowledge in the areas of Hypersonics, High Speed Aerodynamics, GNC, Modeling and Simulation, and Weapons Systems Engineering is desired.
Demonstrated leadership of small multi-disciplinary technical teams and projects
Travel: Ability to travel on an as needed basis.
Clearance: Must be a U.S. Citizen with active Secret clearance. Preferred active TS clearance.
Business Development Acumen: Strong candidates will have prior experience in leading successful business development campaigns. Skills desired include the ability to effectively communicate with customers, understand their needs, and develop white papers and proposals. The ability to also develop and communicate a strategy for new business with management is also desired.
