Leidos's Military & Veterans Health Solutions Group is currently seeking a Requirements Manager in support of the Department of Defense Healthcare Management System Modernization (DHMSM) Program

JOB DESCRIPTION:

LEIDOS is currently searching for an experienced Requirements Manager to support the Department of Defense Healthcare Management System Modernization (DHMSM) Program a highly visible $4.3B single award IDIQ vehicle that provides support to the Defense Health Agency.  The DHMSM program is the DoD’s leading program designed to deploy a modern electronic health record (EHR) system across the United States and around the globe. Leidos, with core partners Cerner, Accenture, and Henry Schein, will support the DHMSM Program Executive Office (PEO) and the Defense Health Agency in the global deployment of our proposed EHR that will deliver improved system capability to the DoD whenever and wherever healthcare is required. The DHMSM system will provide important health IT capabilities to 9.6 million active military, their families, and their beneficiaries. The system will replace the current EHR AHLTA/CHCS, which Leidos built and currently provides sustainment services at locations around the world.

The DHMSM Requirements Manager will support all technical efforts surrounding the analysis, and formalization of requirements for new capabilities for the DHMSM EHR system. The Requirements Manager will work closely with the architecture and design teams, the Configuration Manager, and the DHMSM stakeholders to create documented, testable requirements for the rollout and sustainment of DHMSM services and their associated interfaces.

Primary Responsibilities

Analyze and study complex system requirements solicited from DHMSM stakeholders. Develop plans and requirements in the subject matter area for moderately complex to complex systems related to information systems architecture, networking; telecommunications, automation, communications protocols, risk management/electronic analysis, software, lifecycle management, software development methodologies, and modeling and simulation. Perform functional allocation to identify required tasks and their interrelationships. Demonstrate exceptional oral and written communication skills. Specific areas of analysis that will be required include:

  • systems requirements analysis
  • functional analysis
  • timeline analysis
  • trades studies
  • requirements allocation and interface definition.

Participate in multi team, fast paced, agile electronic health enterprise system to provide requirements management.

Basic Qualifications

  • BS and 4 – 8 years of prior relevant experience 
  • Strong analytical and verbal communication skills to interpret technical documents for clarification with other engineering team members
  • Strong verbal and written communication to engage with interface engineers developing Interface Control Documents (ICDs)
  • Experience with standard incident management systems such as Remedy
  • Experience with Agile ALM tools such as JIRA, VersionOne, JAZZ
  • Ability to communicate effectively, as well as, run engineer skype calls with all enterprise representatives
  • Adaptability to quickly change direction on day to day tasks
  • US Citizenship required-Must be able to obtain Public Trust security clearance

  • Active CAC
  • Familiarity with Medical Revenue Cycle systems (Cerner Patient Accounting or other comparable products)
