Job Description:

The Leidos Health group currently has an opening for a Program Manager to lead multiple task orders in Hyattsville, MD in support of a number of federal healthcare survey initiatives.

The objective of the surveys is to collect, monitor, analyze, and disseminate data on the use, access, quality, safety, disparity, and cost of health care in the United States and on the healthcare organizations and professionals who deliver that care. The Program Manager leads the support for a family of nationally representative surveys of health care providers in inpatient, outpatient, ambulatory, and long-term care settings. Some surveys are ongoing; others are periodic. Some of these surveys are transitioning from manual data collection to electronic data collection, particularly the electronic health records (EHRs). Once established, EHR data collection should be less burdensome for providers.

This position is contingent upon contract award.
The successful candidate will serve as the program manager leading one or more task orders to support 1) recruitment of survey participating healthcare providers; 2) onboarding and supporting participating healthcare providers; 3) developing, enhancing, and maintaining relevant IT solutions; 4) collection of survey data; 5) processing collected survey data; 6) protecting, integrating, harmonizing, and analyzing collected data

The PM is typically responsible for organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks that often require managing teams of personnel at multiple locations. The Program manager will provide overall direction of program activities, manage and maintain contractor interface with the senior levels of the customer’s organization, consult with customer and contractor personnel to formulate and review task plans and deliverables, ensure conformance with program and project task schedules and costs and contractual obligations. The Program manager will establish and maintain technical and financial reports to show progress of projects to management and customers, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks, and assume the initiative and provide support to marketing personnel in identifying and acquiring potential business.

EDUCATION & EXPERIENCE: Requires BA/BS or equivalent experience and 12+ years of prior relevant experience or Masters with 10+ years or prior relevant experience.

1. A Bachelor’s degree and between 7-10 years of experience working as a Program/Project Manager.

2. Leadership experience in public health, health survey, social science research, and/or statistical analysis.

3. Extensive experience managing Federal projects through their life cycle from initiating, planning, executing, controlling, and closing project. Experience in creating and managing all project management artifacts including project management plans.

4. Required experience documenting and tracking issues and risks, facilitating and leading meetings, and creating appropriate documentation.

5. Experience managing cost, schedule, and performance of projects.

6. Experience leading multiple teams consisting of both technical and non-technical staff.

7. Experience in serving as a liaison to both internal and external customers.

8. Excellent analytical, technical skills, planning, and organizational skills.

9. Excellent written and oral communication and presentation skills.

Preferred qualifications include:

Advanced degree in public health, statistics, or related fields Experience supporting and managing secure data interchanges of sensitive clinical and administrative data with PII and PHI Previous experience working with Electronic Health Record and medical coding Previous experience working for / with healthcare providers Working knowledge with healthcare survey, survey methodology, and statistical analysis Familiar with security & privacy legal requirements & practices in collecting, securing, and processing PII and PHI A PMP certification Experience leading Federal IT projects leveraging HHS Enterprise Performance Life Cycle (EPLC) Experience with Information Technology Service Management (ITSM) processes and best practices.
